Resumo: Planning is an essential management tool in the Brazilian Unified Health System (SUS), including the formulation of Health Plans (PS) and Annual Health Programs (PAS) based on the health needs of the population. Before the public health emergency of international concern resulting from the new coronavirus (Sars-CoV-2), the federal government recommended subnational governments to revisit and reassess the adherence of PS and PAS to the efforts for responding to the Covid-19 pandemic through norms agreed in collegiate instances. This paper aims to describe the process of readjusting planning and management tools as a response to the new coronavirus in the state of Bahia, according with the political guidelines of SUS planning. This is a five-stage observational study conducted from June 2020 to April 2021. Such readjustment led to the incorporation of a corresponding new goal and initiative into government planning and SUS instruments and to the creation of a Health Planning and Management System (SPGS) to monitor the operationalization of the State Contingency Plan for Confronting the New Coronavirus. Health planning is a living, procedural act, and therefore comprises a technical and political practice permeable to contextual situations and driven by the health needs of the population, their determinants, and conditions, and requiring the participation of the most diverse actors.

Una de las pautas de la planificación del SUS es formular Planes de Salud (PS) y Programas Anuales de Salud (PAS) en función de las necesidades de salud de la población; ante la emergencia de salud pública de importancia internacional derivada del nuevo coronavirus (Sars-CoV-2), el gobierno federal recomendó, mediante normas acordadas en instancias colegiadas, revisar el PS y PAS para evaluar la adherencia de estos instrumentos a los esfuerzos de los gobiernos subnacionales para enfrentar la pandemia del Covid-19. Este trabajo tiene como objetivo describir el proceso de reajuste de los instrumentos de planificación y gestión para enfrentar la pandemia provocada por el nuevo coronavirus (Sars-CoV-2), en el estado de Bahía (Brasil), en cumplimiento con los lineamientos políticos que orientan la planificación del SUS. Este es un estudio descriptivo, observacional, cuyo proceso se desarrolló en cinco fases, de junio de 2020 a abril de 2021. Como resultado de este proceso, se incorporó una nueva meta e iniciativa correspondiente sobre la planificación gubernamental y los instrumentos del SUS, así como la creación de un Sistema de Planificación y Gestión de la Salud (SPGS) para monitorear la operatividad del Plan Estadual de Contingencias para el Enfrentamiento del Nuevo Coronavirus. La planificación en salud es un acto vivo, procedimental, por lo tanto, una práctica técnica y política que es permeable a situaciones contextuales y que requiere la participación de los más diversos actores, considerando las necesidades de salud de la población, sus determinantes y condiciones como guía.O planejamento se configura numa importante ferramenta para a gestão do Sistema Único de Saúde (SUS). Uma das diretrizes do planejamento do SUS consiste em formular Planos de Saúde (PS) e Programações Anuais de Saúde (PAS), a partir das necessidades de saúde da população, e em face da emergência em saúde pública de importância internacional decorrente do novo coronavírus (Sars-CoV-2), o Governo Federal recomendou, por meio de normativas pactuadas nas instâncias colegiadas, revisitar o PS e PAS para avaliar a aderência desses instrumentos aos esforços dos governos subnacionais para o enfrentamento da pandemia da Covid-19. Este trabalho tem como objetivo descrever o processo de readequação dos instrumentos de planejamento e gestão, com vistas ao enfrentamento da pandemia decorrente do novo coronavírus (Sars-CoV-2) no estado da Bahia, em observância às diretrizes políticas que norteiam o planejamento do SUS. Trata-se de um estudo descritivo-observacional, cujo processo ocorreu em cinco fases, no período de junho de 2020 a abril de 2021. Como resultante desse processo, foram incorporadas aos instrumentos de planejamento governamental e do SUS uma nova meta e uma iniciativa correspondente, bem como criou-se um Sistema de Planejamento e Gestão em Saúde (SPGS) para monitorar a operacionalização do Plano Estadual de Contingência para Enfrentamento do Novo Coronavírus.
