Resumo: The scenario resulting from the response to COVID-19 caused, in addition to the greatest health crisis of the century, a crisis of care, where health professionals occupy a prominent position. This study aims to analyze the perception of managers and workers who acted during the first wave of the pandemic of COVID-19 in the city of Sobral/CE. This is an exploratory-descriptive research with a qualitative approach, through the application of a semi-structured collection instrument carried out with managers and workers who worked from March to December 2020 in the city. The collection took place using the Snowball Smapling methodology and with the use of the saturation method, being carried out in a hybrid format with the help of the Google Meet platform. After collection, the speeches were transcribed using Microsoft Word and analyzed with the support of NVivo11 software. Sixty-eight professionals were contacted, with a final predominance of nurses, female, and working in tertiary care. After analysis and categorization, 12 registration units were identified. The main challenges and difficulties in the work processes and their subcategories will be arranged: work overload and physical exhaustion; reorganization of services in response to the new reality; lack of knowledge about the disease and its psychological impact on the professional work; and the social factor and the difficulty in following up on assistance in primary care. Finally, we conclude how the identified challenges are interrelated, affecting each other and the importance of knowing these obstacles for better targeted and strategic actions.
