Characterization of the Impact of the Management of the Conservation Unit and the Measures Taken for the Protection of Water Resources in the APA Carste de Lagoa Santa

Resumo: The Enviromental protection Area Carste de Lagoa Santa is a federal protected area of the sustainable use group and, according to the SNUC law, this is a type of protection area that aims to “make nature conservation compatible with the sustainable use of part of its natural resources” (Law n. 9.985/2000). Therefore, subject to the exploitation of natural resources, it is exposed to impacts on especially important natural attributes, including water resources, which requires attention from the government agency management about the conditions imposed on the enterprises to minimize impacts. Thus, this work aims to characterize the effectiveness of the management of the protection area in the context of the protection of water resources relative to licensed and authorizes enterprises, through the evaluation of the applicability and efficiency of the conditions imposed on the enterprises installed in the protected area. A random selection of enterprises and a subsequent field visits were carried out to analyze structures of erosion control and wastewater treatment. In addition, the temporal verification of places evaluated at different times was done by using satellite imagery. Through the formulation and application of a water resources performance index, based on indicators related to the environmental management of the protected area and to the effectiveness and satisfactory functioning of the drainage and wastewater treatment structures and the evaluation of the application control instruments by the enterprises, into a considered scale as 0,30 (irrelevant), between 0,31 and 0,69 (moderate), and over 0,70 (relevant), it was possible to observe that the Environmental Protection Area Carste de Lagoa Santa management has been promoting a moderate impact regarding the protection of water resources, with an global water resources performance index next to 0,58.

Por lo tanto, sujeto a la explotación de los recursosnaturales, está expuesto a impactos sobre atributos naturales especialmente importantes, incluidos losrecursos hídricos, lo que requiere atención por parte de la gestión de la agencia gubernamental sobrelas condiciones impuestas a las empresas para minimizar los impactos. Así, este trabajo tiene comoobjetivo caracterizar la efectividad de la gestión del área de protección en el contexto de la protecciónde los recursos hídricos respecto de las empresas licenciadas y autorizadas, a través de la evaluaciónde la aplicabilidad y eficiencia de las condiciones impuestas a las empresas instaladas en el áreaprotegida. Se realizó una selección aleatoria de empresas y posteriores visitas de campo para analizarestructuras de control de erosión y tratamiento de aguas residuales. Además, la verificación temporalde los lugares evaluados en diferentes momentos se realizó mediante imágenes satelitales. Mediante laformulación y aplicación de un índice de desempeño de los recursos hídricos, basado en indicadoresrelacionados con la gestión ambiental del área protegida y con la efectividad y funcionamientosatisfactorio de las estructuras de drenaje y tratamiento de aguas residuales y la evaluación de losinstrumentos de control de aplicación por parte de las empresas, en una escala considerada como 0,30(irrelevante), entre 0,31 y 0,69 (moderado), y por encima de 0,70 (relevante), se pudo observar quela gestión del Área de Protección Ambiental Carste de Lagoa Santa viene promoviendo un impactomoderado en cuanto a la protección de recursos hídricos, con un índice general de desempeño de losrecursos hídricos cercano a 0,58.A Área de Proteção Ambiental Carste de Lagoa Santa é uma unidade de conservação federal do grupo uso sustentável e, conforme Lei do SNUC, esse é um tipo de unidade que visa “compatibilizar a conservação da natureza com o uso sustentável de parcela dos seus recursos naturais” (Lei n. 9.985/2000). Assim, sujeita à exploração de recursos naturais, está exposta a impactos sobre atributos naturais especialmente importantes, incluindo recursos hídricos, o que requer atenção do órgão gestor em relação às condicionantes impostas aos empreendimentos instalados, visando minimizar eventuais danos ao meio ambiente. Assim, o presente trabalho tem como objetivo caracterizar a efetividade da gestão da unidade no contexto da proteção dos recursos hídricos relativos aos empreendimentos licenciados e autorizados, por meio da avaliação da aplicabilidade e eficiência das condicionantes impostas aos empreendimentos nela instalados. Procedeu-se à seleção aleatória de empreendimentos para serem avaliados por meio de visitas em campo para análise de estruturas de controle de erosão e tratamento de efluentes. Além disso, houve a verificação temporal dos locais em diferentes épocas através de imagens de satélite.
