Resumo: Fazenda Soares rural settlement was recognized by National Institute of Colonization and Land Reform (I ncra) in 2005, on demand by a small producers’ association and project manager institution, Land Institute of Piaui (Interpi) and take part of a bigger area that was before destined to an agricultural project maintained by Piaui State Agriculture Bureau. On this study about principles regarding creation of rural settlements established on national and state plans of land reform and conduct of proceedings for constitution of rural settlements, document survey was done on Incra and Interpi, as well as field research, by direct observation, with field diary record, nondirective interviews with leaders of producers’ and settlers’ associations and oldest inhabitants of area, as well as questionnaire application with settled families. Research results indicate management failures of Interpi, which may compromise sustainability of settlement over the long term.

Research results indicate management failures of Interpi, which may compromise sustainability of settlement over the long term.O assentamento rural Fazenda Soares foi reconhecido pelo Instituto Nacional de Colonização e Reforma Agrária (Incra) em 2005, por demanda da Associação de Pequenos Produtores e do órgão gestor do projeto, o Instituto de Terras do Piauí (Interpi) e integra uma área maior, anteriormente destinada a um projeto agrícola mantido pela Secretaria Estadual de Agricultura. Neste trabalho sobre os princípios que regem a criação de assentamentos rurais preconizados nos planos nacional e estadual de reforma agrária e a condução do processo de constituição do assentamento Fazenda Soares, realizou-se pesquisa documental junto ao Incra e ao Interpi e pesquisa de campo, por meio de observação direta, com registros em diário de campo, entrevistas não diretivas com líderes das associações de produtores e de assentados e habitantes mais antigos da área, bem como a aplicação de questionários às famílias assentadas.
