Civil society and the market in Agenda 21: uses of local power in the pedagogical construction of hegemony

Resumo: This article discusses the uses of social participation permeated by a harmonizing and conciliatory perspective, allowing approaches of the social conflicts which equally accounts social subjects. The potentiation of both the natural capital and human capital, under the logic of commodified consensus, can be functional to maintain an economic and social unsustainable model. Presented as innovative and qualifier for citizenship, using non-formal educational processes, Agenda 21 is incorporated as a public policy for sustainable local development. Conducting a case study - the development of the document Agenda 21 Itaboraí – and the interviews with participants of the third sector, allowed to map the relationship between and interviews with government, market and civil society in the preparation of the Local Plan for Sustainable Development and the uses of Agenda 21 and its methodology consensualist the political relationship of company Petrobras in order to install the megaempreendimento COMPERJ (Petrochemical Complex of Rio de Janeiro). It was possible to realize the implications of sectored and fragmented participation in building consensus and sociability that results in the “greening” of capitalism and sustainability subordinated to the market.

A potencialização tanto do capital natural como do capital humano, sob a lógica do consenso mercantilizado, pode ser funcional para manter um modelo econômico e social insustentável. Apresentada como inovadora e qualificadora de cidadania, utilizando processos educativos não formais, a Agenda 21 é incorporada como política pública para o desenvolvimento local sustentável. A realização de um estudo de caso – a elaboração do documento Agenda 21 Itaboraí – e de entrevistas com participantes do terceiro setor permitiu mapear a relação entre poder público, sociedade civil e mercado na elaboração do Plano Local de Desenvolvimento Sustentável e os usos da Agenda 21, e sua metodologia consensualista, na política de relacionamento da empresa Petrobras visando à instalação do megaempreendimento COMPERJ (Complexo Petroquímico do Rio de Janeiro).
