Squatters or settlers? The aftermath over the settlement enforcements in the transamazonica highway and Xingu regions

Resumo: This article analyzes contradictions in the agrarian reform process in the State of Para [Brazil] from the scenario established due to the law enforcements in the rural settlements created in the Transamazonica Highway and Xingu Regions by the National Institute of Colonization and Agrarian Reform [INCRA]. Data has been gathered from field research in two settlements located in the municipality of Pacaja — in the Brazilian state of Para — named Anapuzinho and Cupuzal, which were restrained by the Federal Justice in 2007, complying with a request of the District Attorney's Office, showing a distortion in government actions to create rural settlement projects for Agrarian Reform. Misconceptions in bureaucratic procedures made by the Incra have derailed the access of peasants to the government programs. Peasants have illegally settled in the area mostly because of government omission and inability to formalize such arable lands to contribute to the country and the region's productive chai.

Peasants have illegally settled in the area mostly because of government omission and inability to formalize such arable lands to contribute to the country and the region's productive chai.Este artigo analisa contradições na implementação da Reforma Agrária no Estado do Pará a partir da conjuntura que se instaurou devido ao processo de interdição judicial de assentamentos rurais criados no Território da Transamazônica e Xingu pela agência fundiária governamental - o Instituto Nacional de Colonização e Reforma Agrária (INCRA). A partir dos resultados da pesquisa de campo realizada em dois assentamentos rurais localizados no município de Pacajá – Pará, o assentamento Anapuzinho e o Assentamento Cupuzal que foram interditados pela Justiça Federal no ano de 2007 a pedido do Ministério Público Federal, demonstra-se uma distorção das ações governamentais para a criação de projetos de assentamentos rurais de reforma agrária. Equívocos nos procedimentos burocráticos realizados pelo INCRA inviabilizam o acesso de camponeses aos benefícios do programa oficial.
