Technical Vocational Education integrated to high school: historical considerations and guiding principles

Resumo: The increase in enrollment in integrated high education is a reflex of the Federal Network of Professional, Scientific and Technological Education (Federal Network) expansion and of the number of units of the Federal Institutes of Education, Science and Technology (Federal Institute) expansion. This fact demonstrates the importance of the strengthening of these institutions that offer the professional technical education of intermediate level in the integrated form. The article discusses the legal plan of formulation and implementation of the integrated high school to professional technical education of intermediate level, based on the historical perspective of professional and technological education (EPT), evidencing the guiding principles of integrated high education. A bibliographical research was developed through which a data collection was made on the national legislation, on the norms related to EPT and high school published in the last decades, as well as through the contribution of theorists who study the professional and technological education and the integration with high school, such as Kuenzer (2000), Moura (2007), Araújo and Rodrigues (2011) and Regattieri and Castro (2009). The importance of the offer of integrated high education was highlighted, which, by combining work, science, technology and culture in its practice, gives students not only the opportunity to complete high education, but also to acquire specific training for their inclusion in the world of work, to keep their studies and to have access to adequate training that guarantees their autonomy and emancipation.

Trata-se de momentos expressivos nas políticas educacionais voltadas à formação profissional tendo em vista pontuar o primeiro papel social por ela exercido, o momento em que a dualidade do ensino brasileiro se fez presente e os eventos que contribuíram para o delineamento dos princípios orientadores do ensino médio integrado. Para tanto, foi realizado um levantamento bibliográfico sobre a legislação nacional referente à EPT e ao ensino médio, nos sites oficiais e em livros editados nas últimas décadas. O estudo realizado mostrou uma história contraditória na qual se busca instituir uma EPT baseada nos princípios da formação humana, em detrimento da EPT baseada apenas na racionalidade técnica.
