The racial and ethnic quota policy in the perspective of social inclusion and of the affirmation of black identity: analyses of the first experiences with black quota students at the Institute of Society Sciences and Regional Development of the Fluminense Federal University (ESR/UFF) from the ENEM/ SISU

Resumo: The present study brings up the Racial and Ethnic Quota Policy in Higher Education from a perspective of social/distributive justice and the affirmation of black identity, based on the first experiences of the Institute of Society Sciences and Regional Development of the Fluminense Federal University (ESR / UFF) with the approval of Federal Law No. 12.711/2012, and the implementation of ENEM/SISU. This is a qualitative study, through bibliographic, documentary and field research, with the objective of analyzing, among other aspects, whether the policy contemplates the demands of its target audience, that is black quota students enrolled in the period from 2013 to 2015, in the institution's highest and lowest demand course. Based on the criteria proposed as an investigation, it can be considered that the issues involving the social and economic aspects of the Quota Policy stood out in the interviewees' testimonies. However, regarding the self-affirmation of black people, their identity and their social place, the policy has not yet been well worked, ratifying the issue of a positive identity, though lacking promotion for cultural justice.

Se trata de un estudio cualitativo, a través de una investigación bibliográfica, documental y de campo, con el objetivo de analizar, entre otros aspectos, si la política contempla las demandas de su público objetivo, es decir, los estudiantes negros de cuota matriculados en el lapso de tiempo de 2013 a 2015 en el curso de mayor y menor demanda de la institución. Con base en los criterios propuestos como investigación, se puede considerar que las cuestiones que involucran los aspectos sociales y económicos de la Política de Cuotas se destacaron en los testimonios de los entrevistados. Sin embargo, en cuanto a la autoafirmación de los negros, su identidad y su lugar social, la política aún no ha sido bien trabajada, ratificando el tema de una identidad positiva, pero carente de promoción para la justicia cultural.O presente estudo traz à baila a Política de Cotas étnico-raciais na Educação Superior por uma perspectiva de justiça social/distributiva e afirmação da identidade negra, a partir das primeiras experiências do Instituto de Ciências da Sociedade e Desenvolvimento Regional da Universidade Federal Fluminense (ESR/UFF) com a aprovação da Lei Federal nº 12.711/2012 e com a implementação do ENEM/SISU. Trata-se de um estudo de natureza qualitativa, por intermédio de pesquisas bibliográfica, documental e de campo, com o objetivo de analisar, dentre outros aspectos, se a política contempla as demandas do seu público-alvo, qual seja, estudantes cotistas negros ingressos no lapso temporal de 2013 a 2015 no curso de maior e de menor demanda da instituição. Pode-se considerar, a partir dos critérios propostos como investigação, que as questões envolvendo os aspectos social e econômico da Política de Cotas se sobressaíram nos depoimentos dos entrevistados.
