The place of blackness in the policies of the Brazilian State: persistent faces of a present absence

Resumo: This article reviews notes on the Brazilian social formation with regard to the relationship between the State and black people, taking into consideration the aspects of heteronomy, authoritarianism and systematic violence imputed / conferred to this segment in Brazil. It shows how this is reissued in the country as a sine qua non condition for the dependence and subordination relationship to the big world capital. It highlights the functionality of the myth of racial democracy that distorts the condition of citizenship of this part of society through non-access to public rights and policies. It discusses the permanencies and the search for ruptures that allow tensioning of the State towards overcoming racism, its challenges and limits in the overcoming of class society.

Presenta como tal rostro se reedita en la particularidad del país como condición sine qua non de la relación de dependencia y subordinación al gran capital mundial. Destaca la funcionalidad del mito de la democracia racial que distorsiona la condición de ciudadanía de esa parte de la sociedad a través del (no) acceso a los derechos y políticas públicas. Considera las permanencias y la búsqueda de rupturas que permitan la tensión del Estado en la dirección de superar el racismo, sus desafíos y límites en la superación de la sociedad de clases. O presente artigo retoma apontamentos sobre a formação social brasileira no que se refere à relação entre o Estado e a população negra, considerando os traços da heteronomia, autoritarismo e violência sistemática conferidos a esse segmento no Brasil. Apresenta como tal face e se reedita na particularidade do país como condição sine qua non para a relação de dependência e subordinação ao grande capital mundial. Evidencia a funcionalidade do mito da democracia racial que falseia a condição de cidadania dessa parcela da sociedade por meio do (não) acesso aos direitos e políticas públicas.
