Resumo: | This article carries out critical reflections on the performance of the Public Power in the scope of the Social Assistance policy in the city of Rio de Janeiro regarding the homeless population in Covid-19 times. It aims to explain the actions that are being developed with this population and their impacts on their lives, with emphasis on how to make “stay at home” operational for those who have the street as their place of residence and sustenance. Thus, the paper aims at discussing how the capitalist state, in this case the aforementioned municipality, is acting towards this social issue, based on the spread of its accentuated coercive dimension in the scenario of complexity of the structural crisis of capital. This study presents a brief introduction of who these people are and how they are being cared for during the new coronavirus pandemic by the Social Assistance Policy. Secondly, it discusses their main demands in this context as well as the crucial aspects to be faced in order to have access to their rights. It concludes by proposing collective strategies for a more effective and qualified assistance that may provide rights to this population. |

It concludes by proposing collective strategies for a more effective and qualified assistance that may provide rights to this population.Este artículo propone realizar algunas reflexiones críticas sobre el desempeño del Poder Público en el ámbito de la política de Asistencia Social en la ciudad de Río de Janeiro con la población sin hogar, en tiempos Covid-19, explicando en términos prácticos las acciones que se están desarrollando con estas personas y sus impactos en sus vidas, con énfasis en cómo hacer operativo el “quedarse en casa” para quienes tienen la calle como lugar de residencia y sustento. Así, este artículo pretende dialogar sobre cómo el Estado capitalista, en este caso, el referido municipio, está actuando en esta faceta de la cuestión social, a partir de la difusión de su acentuada dimensión coercitiva en el escenario de complejificación de la crisis estructural del capital. El trabajo en cuestión se subdividirá en una breve introducción sobre quiénes son estas personas y cómo están siendo atendidas durante la nueva pandemia de coronavirus por la Política de Asistencia Social; hablará sobre sus principales demandas en este contexto y sobre los puntos neurálgicos a enfrentar para tener acceso a sus derechos, concluyendo proponiendo algunas estrategias colectivas para una mayor efectividad, cualificación y otorgamiento de derechos a esta población.O presente artigo se propõe a realizar algumas reflexões críticas acerca da atuação do Poder Público no âmbito da política de Assistência Social no município do Rio de Janeiro com a população em situação de rua, em tempos de Covid-19, explicitando em termos práticos as ações que estão sendo desenvolvidas com estas pessoas e os seus impactos em suas vidas, dando ênfase no como se operacionaliza o “fique em casa” para quem tem a rua como seu lugar de moradia e sustento. Dessa forma, esse artigo almeja dialogar como o Estado capitalista, no caso, no município supracitado, está atuando frente a esta faceta da questão social, tomando por base o espraiamento da sua dimensão coercitiva acentuada no cenário de complexificação de crise estrutural do capital.
