Educational politics and the verticalization of Professional and Technologic Education in Brazil (20th and 21st centuries)

Resumo: Considering that more than a hundred years has passed since the offer to Professional Education and Technology (TVET) on a national level, in Brazil, the article seeks to comprehend the trajectory of the current Federal Network of Professional, Scientific and Technological Education in the 20th and 21st century, with emphasis on the historical contexts that demanded changes in public policies and allowed the verticalization in courses offers on those institutions. It is a bibliographical and documental investigation, since publications in work and education field of research were used, as also a consultation and analysis of the TVET law were made. It was observed that the many changes that happened in the TVET offer in more than a century of existence was bound to the political agenda of the Brazilian government, and the interests of the job market. A verticalization in the Network a century ago used to complete only the primary and basic education and, today, it focuses on the offer of several levels, including stricto sensu postgraduate level. However, the network fights internally and externally for a professional education beyond the capital demands.

However, the network fights internally and externally for a professional education beyond the capital demands.Considerando los más de cien años de oferta de la Educación Profesional y Tecnológica (EPT) a nivel federal, en Brasil, el artículo pretende comprender la trayectoria de la actual Red Federal de Educación Profesional, Científica y Tecnológica durante los siglos XX y XXI, con énfasis en los escenarios históricos que exigieron cambios en las políticas públicas y posibilitaron la verticalización en las ofertas de cursos en esas instituciones. Se trata de una investigación bibliográfica y documental, puesto que fueron utilizadas publicaciones en el campo de pesquisa en trabajo y educación, además de una consulta y un análisis de la legislación de la EPT. Se observó que los varios cambios ocurridos en la oferta de EPT durante más de un siglo de existencia, se vincularon a las pautas políticas del gobierno brasileño y a los intereses del mercado de trabajo. Se constata una verticalización en la Red que, hace un siglo, formaba solo para la enseñanza primaria y lo básico y, hoy, se vuelve para la oferta en varios niveles, incluso posgrado stricto sensu. Sin embargo, la red lucha interna y externamente por una formación profesional para más allá de las demandas del capital.Considerando os mais de cem anos da oferta da Educação Profissional e Tecnológica (EPT) em nível federal, no Brasil, o artigo objetiva compreender a trajetória da atual Rede Federal de Educação Profissional, Científica e Tecnológica no decorrer do século XX e XXI, com ênfase nos cenários históricos que exigiram mudanças nas políticas públicas e possibilitaram a verticalização nas ofertas de cursos nessas instituições. Trata-se de uma investigação bibliográfica e documental, visto que foram utilizadas publicações no campo de pesquisa em trabalho e educação, como também uma consulta e análise da legislação da EPT. Observou-se que as várias mudanças ocorridas na oferta da EPT, em mais de um século de existência, vincularem-se às pautas políticas do governo brasileiro e aos interesses do mercado de trabalho. Constata-se uma verticalização na Rede que, há um século, formava apenas para o ensino primário e o básico e, hoje, volta-se para a oferta em vários níveis, inclusive de pós-graduação stricto sensu.
