School dropout and the indicators of the Federal Professional Education System in Brazil between 2003 and 2015

Resumo: | The article discusses the context of production of quantitative data on school dropout at the Federal Network of Vocational and Technological Education in Brazil, especially at vocational high schools, between 2003 and 2015. Based on documental analysis and interviews with managers, the actions of the federal government in the formulation of indicators that quantify school dropout are presented. The study focuses on changes in the databases, forms of calculations, and institutional structure and culture required to measure dropout. The institutional choices of the federal government to deal with dropout reveal the complexity of the problem, as well as the limits and possibilities of the implemented public policies. This demonstrates a regulatory and evaluative State away from the modes of combating school dropout. |

A través del análisis documental y entrevistas con los gerentes, se presentan las acciones del gobierno federal en la formulación de indicadores que cuantifiquen la deserción escolar. Se presta especial atención a los cambios en las bases de datos, en las formas de cálculo y en la estructura y la cultura institucional necesarias para medir la deserción. Las opciones institucionales del gobierno federal para enfrentar la deserción escolar revelan la complejidad del problema y los límites y posibilidades de las políticas públicas implementadas. Un Estado regulador y evaluativo se revela, alejándose de los modos de combatir la deserción escolar.O artigo discute o contexto de produção de dados quantitativos sobre evasão escolar na Rede Federal de Educação Profissional e Tecnológica, no Brasil, com especial atenção para o ensino médio técnico, entre 2003 e 2015. Por meio de análise documental e entrevistas a gestores, são apresentadas as ações do governo federal ao tratarem da formulação de indicadores que quantifiquem a evasão escolar. Especial atenção é dada às mudanças nas bases de dados, nas formas de cálculos e na estrutura e cultura institucional necessárias para se medir a evasão escolar. As escolhas institucionais do governo federal para lidar com a evasão escolar revelam a complexidade do problema e os limites e possibilidades das políticas públicas implementadas.
