Neoliberal inflows in the configuration of the Escolas Cidadãs Integrais (ECI) of the state education network in Paraíba: a discursive reading

Resumo: The article focuses on the Caderno Modelo Pedagógico (CMP) of the Instituto Corresponsabilidade pela Educação (ICE, 2019) to propose a Foucaultian-based discursive analysis of the neoliberal incursion into education, especially Integral Education in the state of Paraíba. We take that document as a monument, from the perspective of Michel Foucault, to understand, from the perspective of neoliberal governmentality, how the discourses work. Discourses that attempt to constitute student subjectivities co-opted by the market premises of the formation of human capital from the Integral Education and the ideals of competence, work, entrepreneurship, and freedom. In order to do so, we resort in particular to the propositions of Laval (2019), and Dardot and Laval (2016), as well as to Foucault (2004), which concern neoliberalism and the procedures of educational transmutation in contemporary times. Our analyses of the CMP attest to the intention of constituting flexible and capable student subjectivities for the agile and uninterrupted change of the job market, having as a tool the creation of Life Projects in which the freedom of the subject is the vertex of both success and individual failure.

Tomamos ese documento como un monumento, desde la perspectiva de Michel Foucault, para comprender cómo funcionan, desde la perspectiva de la gubernamentalidad neoliberal, los discursos que intentan constituir subjetividades estudiantiles cooptadas por las premisas de mercado de la formación de capital humano desde la Educación Integral y de los ideales de competencia, trabajo, emprendimiento y libertad. Para ello, recurrimos en particular a las proposiciones de Laval (2019) y Dardot y Laval (2016), así como a las de Foucault (2004) que se refieren al neoliberalismo y a los procedimientos de transmutación educativa en la contemporaneidad. Nuestros análisis del CMP atestiguan la intención de constituir subjetividades estudiantiles flexibles y capaces para el cambio ágil e ininterrumpido del mercado de trabajo, teniendo como herramienta la creación de Proyectos de Vida en los que la libertad del sujeto es el vértice tanto del éxito como del fracaso individual.O artigo debruça-se sobre o Caderno Modelo Pedagógico (CMP) do Instituto Corresponsabilidade pela Educação (ICE, 2019) para propor uma análise discursiva, de base foucaultiana, acerca do incurso neoliberal sobre a educação, especialmente a Educação Integral do estado da Paraíba. Tomamos aquele documento enquanto monumento, na perspectiva de Michel Foucault, para compreender como funcionam, na ótica da governamentalidade neoliberal, os discursos que intentam constituir subjetividades estudantis cooptadas pelas premissas mercadológicas de formação do capital humano a partir da Educação Integral e dos ideários de competência, empreendedorismo e liberdade. Para tanto, recorremos em especial às proposituras de Laval (2019), e Dardot e Laval (2016), bem como às de Foucault (2004) que dizem respeito ao neoliberalismo e aos procedimentos de transmutação educacional na contemporaneidade.
