Formulation, implementation and analysis of public policies: the case of the College of Application (Macaé, Brazil)

Resumo: Public policies can be considered relevant for Public Administration, as they directly impact the lives of the population. In this sense, they refer to a set of government actions with great social relevance, which are fragmented into plans, programs and projects. This article aims to investigate the formulation, implementation and evaluation characteristics of the Public Policy of the College of Application of the Educational Foundation of Macaé implemented by the Municipality of Macaé, based on the analysis of the content of the policies and the most relevant elements in the formulation processes, implementation and evaluation. With a qualitative approach and descriptive nature, it uses semi-structured interviews with local political actors to carry out the present case study based on proposed research proposals. The data suggest that there is a need to expand democratic participation and to create objective mechanisms for evaluating the results of the policy under study.

En este sentido, se refieren a un conjunto de acciones gubernamentales con gran relevancia social, que se fragmentan en planes, programas y proyectos. Este artículo tiene como objetivo investigar las características de formulación, implementación y evaluación de la Política Pública de la Facultad de Aplicación de la Fundación Educativa de Macaé implementada por el Municipio de Macaé, con base en el análisis del contenido de las políticas y los elementos más relevantes en los procesos de formulación, implementación y evaluación. Con un enfoque cualitativo y una naturaleza descriptiva, utiliza entrevistas semiestructuradas con actores políticos locales para llevar a cabo el presente estudio de caso, basado en propuestas de investigación establecidas. Los datos sugieren que es necesario ampliar la participación democrática y crear mecanismos objetivos para evaluar los resultados de la política en estudio.As políticas públicas podem ser consideradas relevantes para a Administração Pública, pois impactam diretamente na vida da população. Neste sentido, referem-se a um conjunto de ações dos governos com grande relevância social, as quais são fragmentados em planos, programas e projetos. Este artigo objetiva investigar as características de formulação, implementação e avaliação da Política Pública do Colégio de Aplicação da Fundação Educacional de Macaé implementada pela Prefeitura Municipal de Macaé, tendo como base a análise do conteúdo das políticas e dos elementos mais relevantes nos processos de formulação, implementação e avaliação. De abordagem qualitativa e natureza descritiva, vale-se de entrevistas semiestruturadas com atores políticos locais para, a partir das proposições de pesquisas estabelecidas, realizar o presente estudo de caso.
