The new and old problems of the “New Fundeb”: analyzing the Constitutional Amendment 108/2020

Resumo: This article brings a research whose method is based on historical materialism and dialectic and aims to exhaust the determinations of the object of analysis revealing its pseudo-concreticity until reaching its essence. The proposal of the New Fundeb, promulgated in the National Congress (EC 108/20), presents itself as a panacea for the ills of financing basic education in the country. However, the problems of Fundeb created by EC 53/06 are accentuated with the new EC 108/20. The capitalization of public basic education has found fertile ground in the new permanent funding mechanism. Among the most questionable elements are: the mercantile logic in the distribution of the ICMS (municipal tax) and the complementation of Fundeb (2.5%); the centrality in the elevation of the learning indexes – that can generate unfair dispute between networks with greater availability of resources and those with less; the consolidation of the meritocracy and of possible frauds in the indicators; the impracticability of the CAQ in face of the not generous complementation of the entity that collects more taxes in the country. Although filled with progressive terms, from a practical point of view, the New Fundeb will probably not universalize with quality the Brazilian basic education, as it happened with its predecessor.

La propuesta del Nuevo Fundeb, promulgada en el Congreso Nacional (EC 108/20), se presenta como una panacea para los males de la financiación de la educación básica en el país. Sin embargo, los problemas de Fundeb creados por la EC 53/06 se acentúan con la nueva EC 108/20. La capitalización de la educación básica pública ha encontrado un terreno fértil en el nuevo mecanismo de financiación permanente. Entre los elementos más cuestionables se encuentran: la lógica mercantil en la distribución del ICMS (cuota municipal) y la complementación de Fundeb (2,5%); la centralidad en la elevación de los índices de aprendizaje - que puede generar una disputa injusta entre las redes con mayor disponibilidad de recursos y las que tienen menos; la consolidación de la meritocracia y de posibles fraudes en los indicadores; la impracticabilidad del Costo de Calidad Estudiantil (CAQ) ante la complementación poco generosa de la entidad que recauda más impuestos en el país. Aunque lleno de términos progresivos, desde un punto de vista práctico, el Nuevo Fundeb probablemente no universalizará con calidad la educación básica brasileña, como ocurrió con su predecesor.Este artigo traz uma pesquisa cujo método se baseia no materialismo histórico e no dialético e objetiva esgotar as determinações do objeto de análise desvelando sua pseudoconcreticidade até chegar a sua essência. A proposta do Novo Fundeb, promulgada no Congresso Nacional (EC 108/20), apresenta-se como panaceia para os males do financiamento da educação básica no país. Contudo, os problemas do Fundeb criados pela EC 53/06 se acentuam com a nova EC 108/20. A capitalização da educação básica pública encontrou terreno fértil no novo mecanismo permanente de financiamento. Entre os elementos mais questionáveis, estão: a lógica mercantil na repartição do ICMS (quota-municipal) e da complementação do Fundeb (2,5%); a centralidade na elevação dos índices de aprendizagem – que pode gerar disputa injusta entre as redes com maior disponibilidade de recursos e as com menor; a consolidação da meritocracia e de possíveis fraudes nos indicadores; a inviabilização do Custo Aluno-Qualidade (CAQ) diante da nada generosa complementação do ente que mais arrecada tributos no país.
