RESUMOA expansão de pequenos núcleos urbanos para a condição de grandes cidades envolve o surgimento de novos bairros, característicos de distintas culturas, que se estabelecem conforme a ocupação territorial. O Bairro Moinhos de Vento fica em uma região de Porto Alegre que a maioria dos historiadores que estudam afirma ser difícil definir a época do aparecimento do bairro. Porto Alegre teve nos séculos anteriores, além das instalações dos moinhos, pequenos aglomerados habitacionais oriundos do patrimônio religioso que o antigo sistema de capitanias ao longo do território brasileiro havia instaurado: os discretos e tímidos arraiais. Dos cinco arraiais distribuídos fora da antiga cidade muralhada, um deles era o Arraial São Manoel e esta foi a primeira construção registrada na zona. Compreendemos assim, que houveram ocupações paralelas no território que hoje contempla o Bairro Moinhos de Vento. Neste trabalho é estudado e analisado o processo de formação do bairro no contexto da cidade, onde procura-se esclarecer pontos importantes da história desta região, começando por quem a ocupou primeira, seguindo das maiores influências e equipamentos urbanos que a região dos moinhos de vento recebera até o final do século XIX.ABSTRACTThe expansion of small urban centers to the condition of large cities involves the emergence of new neighborhoods, characterised by different cultures, which are established according to territorial occupation. The Moinhos de Vento neighborhood is located in a region of Porto Alegre that most historians who study say that it is difficult to define the time of the neighborhood’s appearance. In the previous centuries, Porto Alegre had, besides the facilities of the mills, small housing clusters from the religious heritage that the old system of captaincy throughout the Brazilian territory had established: the discreet and timid camp called arraiais. Of the five distributed outside the old walled city, one of them was the Arraial São Manoel, this was the first built facility registered in the area. Thus, we understand that there were parallel occupations in the territory that today includes the Moinhos de Vento neighborhood. In this paper was study and analyzed the process of formation of the neighborhood in the context of the city, where was seeked to clarify important points in the history of this region, starting with who occupied it first, following the major influences and urban equipment that the region of Moinhos de Vento received until the late nineteenth century.
