Free Competition in Rail Transport: A Liberal Approach of the Shortlines’ Proposal

Resumo: With the truckers’ strike of 2018, it became evident the need to increase the use of the railway modal in Brazil, currently insufficient for the needs of the country and turned almost completely to the transportation of commodities. A liberal proposal is to reuse the several stretches currently idle along the railway network on the lines of the north American shortlines. To this objective, an introduction of competition should be sought in the light of the Austrian theory of markets as processes, in contrast of the mainstream analysis of natural monopoly structures. The present article aims to analyse the necessary reforms through a literature review of the Brazilian and North American experiences.

Una propuesta liberal para este problema es la reutilización de los diversos tramosactualmente inactivos em la línea con las líneas cortas norte-americanas. Con este fin, debe buscarse la introducción de la libre competência en el sector, a la luz de la teoria austriaca de los mercados como procesos, en contraste con el análisis general de las estructuras de monopolio natural. Este artículo tiene como objetivo analizar las reformas necesarias y los beneficios potenciales de esta propuesta para el sector ferroviario brasileño, atraves de una revisión bibiografica de las experiencias brasileñas y norteamericanas.Com a greve dos caminhoneiros de 2018, tornou-se evidente a necessidade de incrementar o uso do modal ferroviário no Brasil, atualmente insuficiente para as necessidades do país e atualmente voltado quase que completamente para o transporte de commodities. Uma proposta liberal para esse problema é o reaproveitamento dos diversos trechos atualmente ociosos nos moldes das shortlines norte-americanas. Para tal, deve-se buscar a introdução da livre concorrência no setor à luz da teoria austríaca de mercados como processos, em contraste com a análise mainstream de estruturas de monopólios naturais.
