THE IMPORTANCE OF EMERGENCY PROTECTIVE MEASURES AND THE RED SIGNAL COOPERATION PROGRAM IN ADDRESSING DOMESTIC AND FAMILY VIOLENCE AGAINST WOMEN

Resumo: | Domestic violence against women within the family is a very old act in society, it is a global phenomenon and has tragic implications not only for women's lives, but for society as a whole. The Covid-19 pandemic, announced in March 2020 by the World Health Organization (WHO), led to a considerable increase in cases of domestic violence against women. As cases rose, bulletin filings declined. Furthermore, the impact on violence is highlighted due to the need for women to remain in their homes longer due to the pandemic, further aggravating cases of violence and directly affecting the reduction in reports. Due to the high rates of domestic violence, the Red Signal against Domestic Violence cooperation program was created; The central idea is that women can ask for help in pharmacies, public agencies and bank branches with a red sign drawn on the palm of their hand. Therefore, the research is based on the following problem: How have urgent protective measures and the Sinal Vermelho Cooperation Program contributed to the reduction of violence against women during social isolation? To resolve the problem, the article's central objective is to present how urgent protective measures and the Sinal Vermelho Cooperation Program have contributed to the reduction of violence against women during social isolation. The research also aims to address mechanisms capable of contributing to the reduction of domestic violence against women; Among these mechanisms, a bibliographic and historical study will be carried out on law 11,340/2006, better known as the Maria da Penha Law, with an emphasis on urgent protective measures, presenting its main advantages and criticisms, as well as Federal Law no. 14,188, of July 28, 2021, which defines the Red Light Cooperation Program against Domestic Violence provided for in Law 11,340/2006. It is noted that protective measures are important, and with the creation of the Red Signal Campaign, it is expected to achieve greater effectiveness and reach in protecting women and punishing the aggressor. |

La pandemia de Covid-19, anunciada en marzo de 2020 por la Organización Mundial de la Salud (OMS), provocó un aumento considerable de los casos de violencia doméstica contra las mujeres. A medida que aumentaron los casos, disminuyeron las presentaciones de boletines. Además, se destaca el impacto en la violencia debido a la necesidad de que las mujeres permanezcan más tiempo en sus hogares debido a la pandemia, agravando aún más los casos de violencia e incidiendo directamente en la reducción de denuncias. Debido a los altos índices de violencia doméstica, se creó el programa de cooperación Señal Roja contra la Violencia Doméstica; La idea central es que las mujeres puedan pedir ayuda en farmacias, organismos públicos y sucursales bancarias con un cartel rojo dibujado en la palma de su mano. A pandemia de Covid-19, anunciada no mês de março de 2020 pela Organização Mundial da Saúde (OMS), promoveu um aumento considerável nos casos de violência doméstica contra a mulher. À medida que os casos aumentaram, os registros de boletins diminuíram. Além disso, destaca-se que o impacto na violência em virtude da necessidade de as mulheres permanecerem mais tempo em suas casas devido à pandemia, agravando ainda mais os casos de violência e afetando diretamente a redução das denúncias. Em razão dos altos índices de violência doméstica, foi criada o programa cooperação Sinal Vermelho contra a Violência Doméstica; a ideia central é que a mulher consiga pedir ajuda em farmácias, órgãos públicos e em agências bancárias com um sinal vermelho desenhado na palma de sua mão. Com isso, a pesquisa é fundamentada na seguinte problemática: Como as medidas protetivas de urgência e o Programa de Cooperação Sinal Vermelho tem contribuído para a redução da violência contra a mulher durante o isolamento social? Para resolver a problemática, o artigo tem como objetivo central apresentar como as medidas protetivas de urgência e o Programa de Cooperação Sinal Vermelho tem contribuído para a redução da violência contra a mulher durante o isolamento social. A pesquisa objetiva, ainda, abordar mecanismos capazes de contribuir com a diminuição da violência doméstica contra a mulher; dentre esses mecanismos será realizado um estudo de cunho bibliográfico e histórico acerca da lei 11.340/2006 mais conhecida como Lei Maria da Penha, com ênfase nas medidas protetivas de urgência, apresentando suas principais vantagens e críticas e também a Lei Federal n. 14.188, de 28 de julho de 2021 que define o Programa de Cooperação Sinal Vermelho contra a Violência Doméstica previstas na Lei 11.340/2006.
