A critical reading of actual rural territorial development: between possibilities and implementation

Resumo: This article comes from distrust. Distrust as a function of perceived distance between discourse and practice of the Rural Territorial Development (RTD). In order to justify this distrust, firstly we present the conditions that determined RTD creation. Analyzing the specialized literature and institutional documents that deal with institutional RTD, we highlight four elements to understand the Latin American context in which the RTD was born and would subsequently permeate its modus operandi and results: decay of neoliberal (de)regulation (driven by state de-escalation), agribusiness consolidation, return to primary sector propelled economies, and fight against poverty. In the second part of the article, we analyze the results of RTD policy in the Territory of Citizenship Paraná Centre through projects developed in that region. Their theoretical construction and implementation results demonstrate distance from social conflicts, a contradiction for an approach that places the territory at the center of reflection. As background to the article,rethinking the RTD territory means to strengthen the initial distrust.

Desconfianza en función de la distancia que percibimos entre el discurso y la práctica del Desarrollo Territorial Rural (DTR). Para justificar estadesconfianza, en un primer momento presentamos las condiciones de posibilidad de las que surge el DTR. Analizando la literatura especializada y los documentos institucionales quetratan del DTR, destacamos elementos para entender el contexto en el que nace el DTR y que impregnará su modus operandi y sus resultados: la formulación inicial en la escalalatinoamericana, marcada por la decadencia de la (des)regulación neoliberal, condicionada por el “re-escalamiento” del Estado, contemporánea de la consolidación del agronegocio en un contexto de reprimarización de las economías de la región y centrada en el combate a la pobreza. En la segunda parte del artículo, analizamos los resultados de la política de DTR enel Territorio de la Ciudadanía Paraná Centro a través de los proyectos en los que se materializa en este recorte territorial. Tanto la construcción teórica como los resultados de suimplementación dejan evidente la distancia respecto de los conflictos sociales, contradictoria en un enfoque que coloca el territorio en el centro de la reflexión. Como trasfondo delartículo, repensar el territorio del DTR significa fortalecer la desconfianza inicial.Este artigo nasce da desconfiança. Desconfiança em função da distância percebida entre o discurso e a prática do Desenvolvimento Territorial Rural (DTR). Para justificar esta desconfiança, em um primeiro momento apresentamos as condições de possibilidade das que surge o DTR. Analisando a literatura especializada e os documentos institucionais que tratam do DTR, destacamos quatro elementos para entender o contexto em que nasce o DTR e que marcará seu modus operandi e seu desempenho: a formulação inicial na escala latinoamericana, marcada pela decadência da (des)regulação neoliberal, condicionada pelo “re-escalamento” do Estado, contemporânea da consolidação do agronegócio em um contexto de reprimarização das economias da região e focada no combate à pobreza. Na segunda parte do artigo, analisamos os resultados da política de DTR no Território da Cidadania Paraná Centro através dos projetos em que se materializa nesse recorte territorial. Tanto a construção teórica como os resultados de sua implementação evidenciam um distanciamento dos conflitos sociais, contraditório em uma abordagem que coloca o território no centro da reflexão.
