Recent path of the brazilian territory planning: perspective and points to be considered

Resumo: The present article aims at contributing to the discussion on the recent path of the Brazilian territorial planning. Mainly, it focuses the actors involved in the most recent steps taken by the related policies to identify the scale and extent of recent changes in that area. From the policy arrangements point of view, the last two decades showed significant changes that areclosely related to the territorial policy technical tools. After identifying such recent movement, the article focuses on some of the main perspectives placed by those who formulatethe new territorial planning based on the national movement for municipal master plans, one of the main recent processes. On the other hand, we recognize the new social actors, toolsand perspectives are not good enough to change the Brazilian urban scenario and that new discourses are not necessarily followed by new practices or changes in the territorial issue.Taking into consideration that fighting for the territorial planning renewal is a medium to long term issue, this article shows that some fighting fronts were set up in the last years presupposing permanent follow up and assessment – a workthat has just begun

Uma atenção especial será dada para os atores que vêm protagonizando os mais recentes passos daspolíticas em questão, procurando identificar a escala e o alcance de mudanças recentes nessa área. Adotando o ponto de vista dos arranjos políticos, reconhece-se que as duas últimas décadas foram de significativas transformações, que se relacionam com proximidade com inovações também noinstrumental técnico das políticas territoriais. Após identificar esse movimento recente, o texto trata de algumas das principais apostas explicitadas pelos protagonistas dessa nova formulação de planejamento territorial, baseado em um dos principais processos recentes, o movimento nacional em prolda construção de planos diretores municipais. Por outro lado, reconhece-se que novos atores sociais, novos instrumentos técnicos e novas apostas não têm sido suficientes para a efetiva transformação do quadro urbano no País, e que a renovação de discursos não é necessariamente acompanhadapor uma renovação nas práticas e ainda menos por transformações na realidade territorial.
