NEED TO PLAN FOR THE FUTURES IN A WORLD IN TRANSITION: From the intentional/wilful certainty of Sectoral Regulatory Plans to Comprehensive Strategic Spatial Planning

Resumo: This paper carries out an analysis, diagnosis and proposals for a more adequate strategic spatial planning as proactive response to the new global challenges. To this end, a detailed study has been carried out both at theoretical (since the bibliographical review) and practical level (of planning legislation and styles and their effects); based on the author's continuous experience in: national (GOBEFTER I, II and III) and international (ESPON SUPER, ROBUST HORIZON) research projects, in the organization and participation in international conferences and networks (AESOP, FUNDICOT, RIDOT, REDETEG ...), and in the elaboration of different planning, regulatory and strategic instruments (sub-regional spatial plans, Valencian Urban Agenda). Based on this continued work, the main arguments on the context, nature, conditions, results and proposals on spatial planning that are presented in the text have been identified. They are organized in three sections. In the first one, spatial planning and its role in the current ecological transition framework are positioned, and how planning instruments and their implementation make it possible to truly combine sustainable development with economic growth and territorial cohesion. Second one refers to their motivation as a complementary alternative to normative planning, their approach, method and scope (integral, participatory, flexible, long-term but in continuous evaluation). The third section presents conclusions and recommendations: an iterative planning that territorializes development policies and pays more attention to implementation.

Para ello, se ha realizado un estudio detallado a nivel teórico (desde la revisión bibliográfica) y práctico (de las normas y estilos de planificación y sus efectos); a partir de la continuada experiencia del autor en: proyectos de investigación nacionales (GOBEFTER I, II y III) e internacionales (ESPON SUPER, ROBUST HORIZON), en la organización y participación en congresos y redes internacionales (AESOP, FUNDICOT, RIDOT, REDETEG…), y en la elaboración de distintos instrumentos de planificación, normativa y estratégica (Planes subregionales de OT, Agenda Urbana Valenciana). A partir de esta continuada labor se han identificado los principales argumentos sobre el contexto, la naturaleza, las condiciones, los resultados y las propuestas en materia de planificación territorial que se presentan en el texto. Se organizan en tres apartados. En el primero se posiciona la planificación territorial y su papel en el actual marco de transición ecológica, y cómo los instrumentos de planificación y su puesta en práctica permiten realmente combinar el desarrollo sostenible con el crecimiento económico y la cohesión territorial. En el segundo se refieren su motivación como alternativa complementaria a la planificación normativa, su enfoque, método y alcance (integral, participado, flexible, a largo plazo pero en evaluación continua). En el tercero se presentan las conclusiones y recomendaciones: una planificación iterativa, que territorialice las políticas de desarrollo y preste más atención a la implementaciónA presente investigação realiza uma análise, diagnóstico e propostas para um planeamento territorial de natureza estratégica mais adequado, como resposta proactiva aos novos desafios globais. Para tal, foi realizado um estudo detalhado a nível teórico (desde a revisão bibliográfica) e a nível prático (das normas e estilos de planeamento e seus efeitos); com base na experiência contínua do autor em: projetos de investigação nacionais (GOBEFTER I, II e III) e internacionais (ESPON SUPER, ROBUST HORIZON), na organização e participação em conferências e redes internacionais (AESOP, FUNDICOT, RIDOT, REDETEG... ), e na elaboração de diferentes instrumentos de planejamento, regulatórios e estratégicos (planos sub-regionais de TO, Agenda Urbana Valenciana). Com base neste trabalho em curso, foram identificados os principais argumentos sobre o contexto, natureza, condições, resultados e propostas de planeamento territorial que são apresentados no texto. Eles estão organizados em três seções. Na primeira, posiciona-se o planeamento territorial e o seu papel no atual quadro de transição ecológica, e como os instrumentos de planeamento e a sua implementação permitem combinar verdadeiramente o desenvolvimento sustentável com o crescimento económico e a coesão territorial. No segundo, referem-se à sua motivação como alternativa complementar ao planeamento normativo, à sua abordagem, método e âmbito (integral, participativo, flexível, de longo prazo mas em avaliação contínua).
