(IN)EFFICIENCY OF PUBLIC SCHOOLS IN PARANÁ: A STUDY BASED ON DATA ENVELOPMENT ANALYSIS

Resumo: Considering the relevance of efficiency in the allocation of resources, we sought to investigate how (in)efficient public schools in Paraná were, in the years 2017 and 2019. Microdata from the Basic Education Evaluation System (SAEB) and the School Census were used. The methodology employed was the Data Envelopment Analysis. As inputs, we used school infrastructure scores, student socioeconomic level scores, percentage of teachers with college degrees, and principal's education. As an output, the scores obtained in the SAEB exam were used. The average efficiency of schools in 2017 was 0.8256 and in 2019 it was 0.8279. Rural schools were, on average, more efficient than urban schools and, among administrative dependencies, federal schools were the most efficient in both 2017 and 2019. The most central and southern mesoregions of the state had the highest efficiency averages and the eastern mesoregions were the least efficient. In addition, it was verified management variables that can be objects of public policy makers to promote the elevation of educational efficiency, such as the parents of students attending meetings, encouraging their children to study and not to miss classes, and the teacher passing and correcting homework.

Se utilizaron microdatos del Sistema de Evaluación de la Educación Básica (SAEB) y del Censo Escolar. Se empleó, como metodología, el Análisis Envolvente de Datos. Los insumos utilizados fueron las puntuaciones de la infraestructura escolar, las puntuaciones del nivel socioeconómico de los estudiantes, el porcentaje de profesores con educación superior y la educación del director. Como resultado, se utilizaron las puntuaciones obtenidas en el examen SAEB. La eficiencia media de los colegios en 2017 fue de 0,8256 y en 2019 de 0,8279. Las escuelas rurales fueron, en promedio, más eficientes que las urbanas y, entre las dependencias administrativas, las federales fueron las más eficientes tanto en 2017 como en 2019. Las mesoregiones más al centro y al sur del estado mostraron promedios de eficiencia más altos y las mesoregiones del este fueron las menos eficientes. Además, se verificaron variables de gestión que pueden ser objeto de los responsables de las políticas públicas para promover la elevación de la eficiencia educativa, como, por ejemplo, que los padres de los alumnos asistan a las reuniones, que animen a sus hijos a estudiar y a no faltar a las clases y que el profesor pase y corrija los deberes.Considerando a relevância da eficiência na alocação dos recursos, buscou-se averiguar quão (in)eficientes foram as escolas públicas do Paraná, nos anos de 2017 e 2019. Utilizou-se os microdados do Sistema de Avaliação da Educação Básica (SAEB) e do Censo Escolar. Empregou-se, como metodologia, a Análise Envoltória de Dados. Como insumos, foram utilizados escores de infraestrutura escolar, escores de nível socioeconômico do aluno, porcentagem de professores com curso superior e a escolaridade do diretor. Como produto, utilizou-se as notas obtidas no exame do SAEB. A eficiência média das escolas em 2017 foi de 0,8256 e em 2019 foi de 0,8279. As escolas rurais foram, em média, mais eficientes do que as escolas urbanas e, entre as dependências administrativas, as escolas federais foram as mais eficientes, tanto em 2017 como em 2019. As mesorregiões mais ao centro e sul do estado apresentaram maiores médias de eficiência e as mesorregiões do leste foram as menos eficientes.
