Enterprise-Region: planning, territorial restructuring and large-scale projects in Alto Paraopeba, Minas Gerais

Resumo: The paper reflects on issues of planning and territorial reorganization of spaces undergoing major development under the action of one or few companies. It is argued that the notion of“region-enterprise” is an appropriate concept to designate such development, since it characterizes actions and disruptions that affect regional demands for productive capital. The history of planning in the country is briefly presented as a way to expose the roots of the dominant planning model. The performance of municipal consortia, state interlocutors and private enterprises in regional development is also discussed. Finally, it is investigated theoperating strategy of large companies in order to establish control of the planning process,originally a state prerogative.

Se sostiene que la noción de “regiónemprendimiento” representa un concepto adecuado para la evaluación de grandes proyectos regionales, ya que permite caracterizar las concepciones e iniciativas que condicionan el espacio regional a las demandas del capital productivo. Para construir el argumento, se discute brevemente la trayectoria de la planificación en el país, como forma de elucidar las raíces del modelo que se afirma en los días actuales. También se discute la actuación de los consorciosmunicipales, interlocutores privilegiados del Estado y de las empresas en el desarrollo regional. Por fin, se investiga la estrategia de actuación de las empresas que busca legitimar el comando compartido o, en última instancia, el liderazgo del proceso de planificación, en tesis, una prerrogativa del Estado.Neste artigo reflete-se sobre o planejamento e a reorganização territorial de espaços submetidos a grandes empreendimentos. Advoga-se que a noção de “região-empreendimento” representa um conceito adequado para a avaliação de grandes projetos regionais, uma vez que permite caracterizar as concepções e iniciativas que condicionam o espaço regional às demandas do capital produtivo. Para construir o argumento, aborda-se brevemente a trajetória do planejamento no País, como forma de elucidar as raízes do modelo que se afirma nos dias atuais. Discute-se também a atuação dos consórcios municipais, interlocutores privilegiados do Estado e das empresas no desenvolvimento regional.
