Flex Fuel Vehicles Conversion for Natural Gas: Shortage Problem and Contribution to Sustainability

Resumo: Among the exixting cleaner energy sources, there is the vehicular natural gas (NGV). Its usage as an energy source in the transportation sector has grown around 52 percent worldwide between 2008 and 2035 and it represents an alternative to reduce environmental damages caused by the increasing use of polluting energy sources. In the social, political and economic contexts, sustainable actions are expected by individuals and firms. Thus, this study aims to evaluate the option of flexible fuel vehicles conversion to natural gas (NGV), considering the contribution for the sustainability as the primary motivator. The real option methodology and Monte Carlo Simulation are employed to model it as an European option, since the decision to fuel the tank with NGV, gasoline or ethanol, in each period is independent of the previous one, such as Bastian-Pinto, Brandão and Alves (2010), regarding the low capillarity of NGV gas stations as an additional factor of incertainty. Therefore, we calculate the value of the flexibility, as a result of such conversion, taking into account the uncertainties related to the fuel prices and the NGV shortage due to the low capillarity of NGV gas stations. The results show that for a 25% NGV shortage – considering the number of NGV gas stations in Rio de Janeiro – a minimum driving distance of 1.200 km is required per month in order to have a positive option value. Besides, the option value can reach 416.8% over the cost of conversion, or 31.0% of the vehicle value, without taking into account the tax benefits on this fuel given by the Brazilian regulation. The results also suggest that there is a gain embedded in the option related to sustainability, since NGV is a cleaner energy source.

Su uso como fuente de energía en el sector transporte está creciendo en el orden del 52% en todo el mundo entre 2008 y 2035, y representa una alternativa a reducir los daños al medio ambiente como resultado de la creciente utilización de fuentes de energía contaminantes. Teniendo en cuenta los contextos sociales, políticos y económicos, acciones sostenibles se espera de los individuos y empresas. Por lo tanto, este estudio tiene como objetivo valorar la opción de convertir los vehículos flex para gas natural vehicular (GNV), teniendo la contribución a la sostenibilidad como un motivador primario. La metodología de las opciones reales y la simulación de Monte Carlo fueron empleadas para modelar la opción europea, ya que la decisión de llenar el tanque con GNV,  gasolina o etanol, en cada período, es totalmente independiente la decisión de los períodos anteriores, como Bastian-Pinto, Brandão y Alves (2010), suponiendo la capilaridade de de estaciones de servivios como un factor de incertidumbre adicional. Así, se calcula el valor de la flexibilidad, obtenida por la conversión, teniendo en cuenta las incertidumbres sobre la evolución de los precios del combustible y la escasez de GNV por baja capilaridad de estaciones de servivios en ofrecer este combustible. Los resultados muestran que para una escasez de 25% - proporción aproximada de las estaciones de servicio en el estado de Rio de Janeiro en que hay oferta de GNV - hay una distancia mínima de 1200 kilómetros por mes para que el valor de la opción se convierte en positivo. Además, el valor de la opción puede alcanzar 416,8% de retorno sobre el costo de la conversión, o 31,0% del valor del vehículo, sin tener en cuenta el beneficio fiscal otorgado al combustible por la legislación brasileña. Los resultados muestran también que hay un beneficio incrustado en la opción analizada, relacionado con la sostenibilidad, ya que el GNV es una forma de energía más limpia.Dentre as fontes de energia menos poluentes tem-se o gás natural veicular (GNV). Considerando o contexto social, político e econômico, ações sustentáveis são esperadas por parte dos indivíduos e empresas. Com isso, este estudo objetiva valorar a opção da conversão de veículos leves flex para o gás natural veicular (GNV) tendo a contribuição para a sustentabilidade como principal motivador. A metodologia de opções reais e a simulação de Monte Carlo foram empregadas para modelar a opção europeia, já que a decisão de abastecer com GNV, gasolina ou etanol, a cada período, é totalmente independente da decisão dos períodos anteriores, tal como Bastian-Pinto, Brandão e Alves (2010), admitindo a capilaridade dos postos de gasolina como um fator adicional de incerteza. Assim, é calculado o valor da flexibilidade obtida pela conversão, considerando incertezas quanto à evolução dos preços dos combustíveis e à escassez do GNV devido à pouca capilaridade de postos com oferta deste combustível. Os resultados mostram que para uma escassez de 25% - aproximadamente a parcela dos postos do estado do Rio de Janeiro em que há oferta de GNV – é requerido um mínimo de 1.200 km de distância percorrida por mês para que o valor da opção seja positivo. Além disso, o valor da opção pode chegar a 416,8% de retorno sobre o custo da conversão, ou 31,0% do valor do veículo, mesmo desconsiderando eventual benefício fiscal dado a esse combustível pelas normas brasileiras.
