A Reflection About The Partnership Relationships In The Clothing Apl Of The Agreste Pernambucano As An Innovation Disseminator Element In The Interorganizational Networks

Resumo: Acting in a highly competitive scenario requires more dynamism from the organizations to fit and develop in the instability of the global market. When transferring these requirements to the business environment it is noticed that small companies often lack the infrastructure and knowledge to survive in this context. Such difficulties make the companies look for alternatives to become more competitive through connections with other organizations. This study aimed to verify if the performance in interorganizational networks is perceived as a driver of the innovation for the actors of the Clothing APL of the Agreste Pernambucano. The theoretical perspective includes studies about interorganizational networks and innovation. Regardis the methodology, the research used quantitative methods to do the characterization of the clothing industry companies through the application of a questionnaire to 51 companies. It was observed in this work that the analysis of innovation was believed as essential factor for the development of interorganizational networks, being possible to conclude that the actors of the APL consider that the interorganizational partnerships as a driver of innovation in the network. On the other hand, although the statistical tests reveal a strong relationship between the indicators of innovation and the partnership relationships in APL, the innovations implemented prioritize outcomes for some enterprises instead of social factors that are indispensable to the actors local development. It was also observed that there is no equity in the dissemination of the benefits in the network and that it ends up as being an excluded structure in the studied APL, as only a minority takes advantage of the generated benefits in the environment. Among the main contributions, and practical and social implications, from the analysis of the research data, it is suggested: encourage the analysis of Athe APL's as socioproductives and innovatives systems, where the economy is not the only determining factor, and stress the need for organization of Regional Development Forums, with the participation of different actors of the APL to discuss actions for the network.

Cuando se transpone eses requisitos para el ambiente empresarial se constata que pequeñas empresas generalmente no disponen de infra estructura y conocimiento para supervivir en ese contexto. Tales dificultades hacen con que ellas busquen alternativas para se tornaren más competitivas a través de conexiones con otras organizaciones. El presente estudio tuve como objetivo verificar se la actuación en redes interorganizacionales es percibida como un elemento estimulador de la innovación para los actores del APL de Confecciones del Agreste de Pernambuco. La perspectiva teórica contempla estudios acerca las redes interorganizacionales e innovación. Cuanto a la metodología, la pesquisa se utilizó de métodos cuantitativos para hacer la caracterización de las industrias de confecciones por medio de la aplicación de un cuestionarios en 51 empresas. Fue observado en este trabajo que, la análisis de la innovación fue considerada un factor esencial al desarrollo de las redes interorganizacionales, siendo posible concluir que los actores del APL creen que las alianzas entre firmas constituyen un elemento estimulador de la innovación en la red. Sin embargo, a pesar de los testes estadísticos revelaren fuerte relación entre los indicadores de innovación y las relaciones de alianzas en el APL, las innovaciones implementadas priorizan resultados económicos para algunas empresas en perjuicio de factores sociales que son esenciales al desarrollo local para todos los actores. Se constató aún que no hay equidad en la diseminación de los beneficios en la red y que esta acaba siendo una estructura de exclusión en el APL en estudio, se levando en consideración que solamente una minoría aprovecha las ventajas generadas en el ambiente. Entre las principales contribuciones y implicaciones prácticas y sociales, a partir de la reflexión de las informaciones obtenidas en las pesquisas, se sugiere: incentivar la análisis de APL’s como sistemas socio productivos e innovactivos, donde la economía no constituye un único factor determinante; y resaltar la necesidad de la organización de Foros de Desarrollo Regional, con la participación efectiva de diferentes actores del APL que discutan acciones de interés de la red.Atuar em um cenário altamente competitivo exige maior dinamicidade das organizações para adequar-se e desenvolver-se frente à instabilidade do mercado global. O presente estudo teve como objetivo verificar se a atuação em redes interorganizacionais é percebida como um elemento impulsionador da inovação para os atores do APL de Confecções do Agreste Pernambucano. A perspectiva teórica contempla estudos sobre redes interorganizacionais e inovação. Quanto à metodologia, a pesquisa utilizou-se de métodos quantitativos para fazer a caracterização das indústrias de confecções por meio da aplicação de um questionário em 51 empresas. Foi observado neste trabalho que, a análise da inovação foi considerada um fator essencial ao desenvolvimento das redes interorganizacionais, sendo possível concluir que os atores do APL consideram que as parcerias interfirmas constituem um elemento impulsionador da inovação na rede. Por outro lado, apesar de os testes estatísticos revelarem forte relação entre os indicadores de inovação e as relações de parceria no APL, as inovações implementadas nas empresas tiveram como objetivo torná-las mais competitivas, reproduzindo a lógica instrumental e econômica do mercado, que não desenvolve, sustentavelmente, a rede. Constatou-se ainda que não há equidade na disseminação dos benefícios na rede e que esta acaba sendo uma estrutura de exclusão no APL em estudo, visto que apenas uma minoria aproveita as vantagens geradas no ambiente. Dentre as principais contribuições e implicações práticas e sociais, a partir da reflexão dos dados da pesquisa, sugere-se: incentivar a análise de APL’s  como sistemas socioprodutivos  e inovativos, onde a economia não constitui um único fator determinante; e ressaltar a necessidade da organização de Fóruns de Desenvolvimento Regional, contando com a participação de diferentes atores do APL que discutam ações voltadas para a rede.
