Sustainable development, consumption and citizenship: a study on the (dis)articulation of the communication of civil society organizations, government and companies

Resumo: The consumption in contemporary plays different functions and involves multiple references as a social construction, but in the current patterns, is untenable, both from the environmental perspective as the construction of rights and citizenship. To understand the challenges of building actions and policies that renew consumer practices, this article discusses the answers to the dilemmas of consumption are built by civil society actors, state and market. Sustainable consumption becomes one of the possibilities of the impacts of consumption, because it involves changes in attitude coupled with the need for transformation of the attitudes and values of citizens. Although not yet observed the predominance of a new civilization model capable of overcoming the dilemmas of consumer society, there are alternatives to promote sustainability. This effort would suggest connections between different groups, whether government, civil society and market, to meet the demands of the population and adopt good practices of sustainable production and consumption, through political action and citizenship. In empirical research, qualitative approach with interviews and descriptive analysis, it was noted that communication for the construction of discourses and practices politically correct for the consumption by the actors researched to make it sustainable does not always explain the complex relationship that involves the environment in public sphere. Very present in the business reports, sustainable development is not perceived in everyday organizational practice. In this context, is different dramas unfold and intrigues of social and environmental citizenship, which may give new meaning to the struggles in the field of environmental consumption, as well as cover up the traps that a speech environmentally correct, but politically weak.

Para comprender los desafíos de la construcción de las acciones y políticas para renovar las prácticas de consumo, pone en entredicho en este artículo las respuestas a los dilemas de consumo construidos por agentes de la sociedad civil, Estado y mercado. El consumo sostenible si configuraria como una de las posibilidades de tratamiento de los impactos del consumismo, debido a que involucra cambios de actitud junto con la necesidad de transformación del sistema de los valores y las actitudes de los ciudadanos. A pesar de no observar el predominio de un nuevo modelo civilizatório capaz de superar los dilemas de la sociedad de consumo, existen alternativas para promover la sostenibilidad. Este esfuerzo podría sugerir la construcción de las articulaciones entre los diferentes grupos, ya sea del gobierno, la sociedad civil y el mercado, para satisfacer las demandas de la población y adoptar buenas prácticas de producción y consumo sostenibles, por medio de la acción política y el ejercicio de la ciudadanía. Em la investigación empírica, un enfoque cualitativo, con entrevistas y análisis descriptivo, se dio cuenta de que la comunicación para la construcción de los discursos y prácticas políticamente correcto para el consumo por parte de los actores buscado a la sostenibilidad no siempre las relaciones complejas relacionadas con el medio ambiente en la esfera pública y de la organización. Muy presente en los textos de informes empresariales, el desarrollo sostenible no se realiza en la práctica diaria de organización. En este contexto, se desarrollan diferentes dramas e intrigas de la ciudadanía social y ambiental, lo que puede dar un nuevo sentido a luchas ambientales en el ámbito del consumo, así como ocultar las trampas que un discurso respetuosa, pero políticamente frágiles.O consumo na contemporaneidade cumpre diferentes funções e implica em múltiplas referências como construção social, porém, nos padrões atuais, é insustentável, tanto na perspectiva ambiental quanto da construção de direitos e da cidadania. Para compreender os desafios da construção de ações e políticas capazes de renovar as práticas de consumo, problematiza-se neste artigo as respostas aos dilemas do consumo construídas por atores da sociedade civil, Estado e mercado. O consumo sustentável se configuraria como uma das possibilidades de tratamento dos impactos do consumismo, pois envolve mudanças de atitude aliadas à necessidade de transformação do sistema das atitudes e valores dos cidadãos. Apesar de ainda não se observar a predominância de um novo modelo civilizatório capaz de superar os dilemas da sociedade do consumo, existem alternativas para promover a sustentabilidade. Esse esforço sugeriria a construção de articulações entre diferentes grupos, quer seja do governo, da sociedade civil e do mercado, para atender as demandas da população e adotar boas práticas de produção e consumo sustentáveis, através da ação política e exercício da cidadania. Na pesquisa empírica, de abordagem qualitativa, com entrevistas em profundidade e análise descritiva, percebeu-se que a comunicação para a construção de discursos e práticas politicamente corretas para o consumo por parte dos atores pesquisados para torná-lo sustentável nem sempre dá conta da complexa relação que envolve o meio ambiente na esfera pública e organizacional. Muito presente nos textos de relatórios empresariais, o desenvolvimento sustentável não é percebido na prática organizacional cotidiana.
