Withdrawal of Cooperation in Interorganizational Networks: Reflections Inspired by the Weberian Social Action

Resumo: Studies of cooperation in interorganizational networks tend to focus on the reasons why organizations enter into cooperative relations and the development of metrics to evaluate their outcomes, with little theoretical attention being given to the reasons for withdrawal of cooperation. In this sense, the objective of the study is to describe the rationale underlying the reasons for the withdrawal by business leaders to maintain participation in interorganizational networks. To this end, a review of the topics of cooperation mechanisms and withdrawal of cooperation was carried, as well as the reasons or types of rationality present in the social sphere decisions based on Weber's typology of social action. The logic of this construction is to highlight the reasons mentioned by the national and international literature for the withdrawal and provide a theoretical basis for understanding this type of rationality in decisions to withdraw cooperation. Content analysis was used for treatment of the corpus composed of 10 Brazilian theoretical and empirical studies carried out between 2003 and 2013 dealing with the withdrawal of cooperation by members of interorganizational networks. To identify these studies, we consulted articles with respect to the withdrawal of cooperation included in the Brazilian portals for scientific journals scielo.org and Periódicos Capes. Results showed the presence of substantive rationality in addition to instrumental formal rationality in the reports of cooperation withdrawal in the studies consulted. In particular, cultural conflict or shock between members of interorganizational networks was found to be the major reason for the withdrawal of cooperation. These results point to the theoretical importance of including cultural studies among those already used to provide theoretical and analytical support for comprehension of cooperation in interorganizational networks, at present dominated by theories based on premises of instrumental rationality. In this sense, the study contributes to advancing the discussion about the withdrawal of cooperation in networks to address the emergence of new theoretical perspectives contributing the theme of evaluative substantial rationality with a focus on cultural approach.

En ese sentido, el objetivo del estudio reside en describir la racionalidad subyacente a los motivos de la deserción por parte de directivos de empresas con el objetivo de mantener la participación en redes interorganizacionales. Se realizó una revisión del asunto la deserción y de los mecanismos de cooperación en redes interorganizacionales, así como de los motivos o tipos de racionalidades presentes en decisiones en el ámbito social con base en la tipología de la acción social weberiana. La lógica de esa construcción consiste en evidenciar los motivos enumerados por la literatura nacional e internacional para la deserción y construir una base teórica para entender el tipo de racionalidad presente en decisiones relacionadas con la deserción de la cooperación. Fue construido y tratado a través del análisis del contenido, un corpus contemplando artículos publicados entre 2003 y 2013. El procedimiento para el levantamiento de las obras contempló consultas en las bases scielo.org y periódicos Capes, efectuados por medio de la selección de estudios empíricos publicados en Brasil respecto a la temática deserción de la cooperación. Como resultado, se evidencian indicios tanto de la presencia de racionalidad formal instrumental como de la racionalidad evaluativa sustancial en los relatos de deserción, destacando que su motivo principal es el choque o conflicto cultural existente entre los participantes. Por esa evidencia, las teorías que estudian la cultura deben ser adheridas al debate, en función de su centralidad en la comprensión de los fenómenos relacionados con las tecnologías contemporáneas de gestión, completando enfoques teóricos ya utilizados en investigaciones sobre redes de cooperación que enfatizan en una visión lineal y prescriptiva, ejemplo del paradigma racional y económico. En ese sentido, el estudio contribuye con el avance en la discusión al respecto de la deserción de la cooperación en redes al abordar la urgencia de nuevas perspectivas teóricas añadiendo el tema de la racionalidad valorativa substancial bajo el enfoque cultural.Estudos desenvolvidos acerca da cooperação interorganizacional enfatizam os motivos para se iniciar a cooperação, bem como o desenvolvimento de métricas para avaliar seus resultados, tendo os motivos da desistência pouca atenção teórica ou empírica. Nesse sentido, o objetivo do estudo reside em descrever a racionalidade subjacente aos motivos da desistência por parte de dirigentes de empresas no sentido de manter a participação em redes interorganizacionais. Para tanto, realizou-se uma revisão do tema desistência da cooperação e dos mecanismos de cooperação em redes interorganizacionais, bem como dos motivos ou tipos de racionalidade presentes em decisões no âmbito social com base na tipologia da ação social weberiana. A lógica dessa construção consiste em evidenciar os motivos elencados pela literatura nacional e internacional para a desistência e constituir uma base teórica para entender o tipo de racionalidade presente em decisões de desistência da cooperação. Foi construído e tratado, por meio da análise de conteúdo, um corpus contemplando artigos publicados em eventos e periódicos nacionais, dissertação e tese, perfazendo 10 estudos publicados entre 2003 e 2013. O procedimento para levantamento das obras contemplou consultas às bases scielo.org e periódicos Capes, efetuado por meio da seleção de estudos empíricos publicados no Brasil a respeito da temática desistência de cooperação. Como resultado, são evidenciados indícios tanto da presença da racionalidade formal instrumental quanto da racionalidade valorativa substancial nos relatos de desistência, destacando como seu motivo primordial o choque ou conflito cultural entre os participantes. Por essa evidência, as teorias que estudam a cultura devem ser adicionadas ao debate, em função de sua centralidade no entendimento de fenômenos relativos a tecnologias contemporâneas de gestão, complementando abordagens teóricas já utilizadas em pesquisas a respeito de redes de cooperação interorganizacionais que enfatizam uma visão linear e prescritiva, a exemplo do paradigma racional e econômico.
