Understanding relationships between the evolutionary dynamics of rn shrimp farms field of and the strategies adopted by their actors

Resumo: | This study aimed to understand the relations existing between the dynamics of an Organizational Field’s structuring and the strategies adopted by their actors. For both, the authors conducted a longitudinal research in the field of Shrimp Farm - agribusiness of shrimp – in Rio Grande do Norte State (RN). To operationalise the research, we performed the collection of information multiple and plural, with the adoption of various instruments for research, with emphasis on direct observation, for the semi-structured interviews, proceeded with different actors of the field (enterprises, cooperatives, trade and industry associations, universities, and government), and, still, to a broad collection of secondary data. From the data analysis, carried out in accordance with the directions of Bardin (2004), it has been observed that, as it is presupposed, field and strategies have been related in a way recursive, which reaffirms the inactivity of causal relationships only to consider the influence of one of these elements on the other. Regarding more specifically the Field’s structuring, it was noticed that, at any moment of the thirty five years covered by the survey - since the genesis of the field, in 1973, until 2008 - the Shrimp Farming in RN obtained the highest level of institutionalization. Yet, in spite of this, that, currently, in the light of political factors, cultural, economic, and, above all, of the trajectory of the particular field itself - of which the strategies shown to be fundamental part -, the Shrimp Farming in RN shows a low level of institutionalization. This fact has an intimate relationship with the strategies identified, put it, having been built, historically, on the tripod: distrust - opportunism - rivalry, the field became a stage conducive to the adoption of strategies late and devoid of a compromising collective; quite fragile in order to leverage the continuous development of the Shrimp Farm activity. A fact which, added to so many other evidences, it signals that the Shrimp Farming in RN consists of one more case in which the action is not as efficient as it promises to be and that reinforces the value of approaches suited to grasp the social relations in which organizations are embedded. |

Con este propósito, se realizó un estudio longitudinal sobre el campo de la acuicultura del camarón de Río Grande del Norte, Brasil. Para realizar el estudio, se recogieron informaciones múltiples y plurales, con la ayuda de diferentes instrumentos de investigación, entre los que destacan la observación directa y las entrevistas semiestructuradas realizadas a diferentes actores del campo (empresas, cooperativas, asociaciones gremiales, universidades y gobierno). Además, se observó un conjunto amplio de datos secundarios. Posteriormente, se analizaron los datos siguiendo las orientaciones de Bardin (2004) y se llegó a la conclusión de que, tal y como se presuponía, campo y estrategias se han relacionado de modo recurrente, lo que reafirma la ineficacia de las relaciones causales que solo consideran la influencia de uno de los elementos sobre el otro. En lo que se refiere específicamente a la formación y la estructuración del campo, se observó que la cría de camarones nunca alcanzó el nivel más alto de institucionalización en los 35 años que abarcó cronológicamente el estudio, desde 1973, año en que se originó el campo, hasta 2008. Antes al contrario, en la actualidad, debido a factores políticos, culturales, económicos y, sobre todo, a la trayectoria particular del propio campo -en la cual las estrategias demostraron ser parte fundamental-, la cría de camarones de Río Grande del Norte evidencia un bajo nivel de institucionalización. Este hecho tiene una íntima relación con las estrategias identificadas, es decir, el campo se construyó sobre el trípode de la desconfianza, el oportunismo y la rivalidad, y acabó transformándose en un escenario propicio para la adopción de estrategias tardías y desprovistas de compromiso colectivo; incapaces de estimular el desarrollo continuo de la acuicultura del camarón. Es un hecho que, añadido a otras muchas evidencias, revela que la cría de camarones en Río Grande del Norte es otro caso más en el que la actividad no es tan racional como promete ser y que refuerza el valor de los abordajes contextualizados que aprehenden las relaciones sociales en las cuales las organizaciones están inmersas.Esse estudo teve como objetivo compreender as relações existentes entre a dinâmica de formação/estruturação de um Campo Organizacional e as estratégias adotadas por seus atores. Para tanto, realizou-se uma pesquisa longitudinal no campo da carcinicultura – agronegócio do camarão - do Rio Grande do Norte (RN). Para operacionalizar a pesquisa, efetuou-se a coleta de informações múltiplas e plurais, com a adoção de diferentes instrumentos de pesquisa, com destaque para a observação direta, para as entrevistas semiestruturadas, procedidas com diferentes atores do campo (empresas, cooperativas, associações de classe, universidades e governo), e, ainda, para um amplo acervo de dados secundários. A partir da análise de dados, realizada de acordo com os direcionamentos de Bardin (2004), observou-se que, conforme se pressupunha, campo e estratégias têm se relacionado de modo recursivo, o que reafirma a inoperância de relações causais que considerem apenas a influência de um destes elementos sobre o outro. No que tange mais especificamente à formação/estruturação do campo, percebeu-se que, em nenhum momento dos trinta e cinco anos abrangidos pela pesquisa – desde a gênese do campo, em 1973, até 2008 – a carcinicultura do RN obteve o nível mais elevado de institucionalização. E, não obstante, que, atualmente, em função de fatores políticos, culturais, econômicos e, sobretudo, da trajetória particular do próprio campo – da qual as estratégias mostraram ser parte fundamental -, a carcinicultura do RN evidencia um baixo nível de institucionalização. Este fato tem uma íntima relação com as estratégias identificadas, posto que, tendo sido edificado, historicamente, sobre o tripé: desconfiança – oportunismo - rivalidade, o campo acabou se tornando um palco propício para a adoção de estratégias tardias e desprovidas de um comprometimento coletivo; bastante frágeis no sentido de alavancar o desenvolvimento contínuo da atividade carcinicultora.
