The Constitution of 1988 and subsequent laws dictate that the State pay information to citizens and favors your participation in public issues-it is the legal principle of Administrative Transparency, which comprises the following subprincípios: (1) information; (2) Motivation and, most importantly, (3) citizen participation and interactivity. The high investment in State Media and technological advances alone do not guarantee the practice of public transparency or democratization of information. Under a multidisciplinary perspective, this research discussed the legal principle of Administrative Transparency, compared to communication theory, aiming to propose a concept of State Media, in fact, corresponds to the ideals and ethics necessary for public communication. For the development of this study investigated the relationship of communication with the degree of transparency achieved in the Senate. The study looked at the course of the reform of the judiciary in the 2000 to 2004 period, with a view to the three legal subprincípios of Public Transparency. The analysis contemplated, in the Senate, the journalistic work and making digital texts online for original documents such as minutes and shorthand notes. The methodology of quantitative and qualitative approaches, had as main instrument the new rhetoric, for journalistic materials analysis and documentary texts. For investigation of interactivity-concept that is based on the ideal of Justice, analytical criteria have been established from the intersection between the concepts of transparency and E-parliaments. It was noted that the Senate, for the reform of Justice, achieved degrees of transparency, given more to subprincípios information and motivation to the detriment of the citizens participation and interactivity.
