The present work began with the question about the reasons for which the reduction of the criminal majority is advocated as the measure that would reduce the index of the involvement of minors in illicit acts. Suddenly, it was identified that the problem of criminality involving minors is closely related to the prevailing mentality in Brazil's governmental and judicial system throughout its history and to the current public policies aimed at the recovery of youths in conflict with the law. Its content is supported by the theoretical references and quantitative and qualitative empirical research carried out within the scope of the Judiciary and in the scope of entities directly involved with the assistance and recovery of juvenile offenders. This dissertation aims to identify and outline the past and current situation of the juvenile offender in Brazil and the bodies that execute the judgment of their actions and determine "their future." Through the analysis of past and current public policies, it is possible to determine if these are effectively and / or appropriately applied by the bodies responsible for the re-education and re-socialization of these young people. At the end of this opportunity, it will be possible for the reader to conclude that the current system of trial and recovery of minors in conflict with the law meets the existing demands, promoting effective recovery and preventing these young people from entering adulthood in crime.
