This work aimed to study the case of land regularization projects (PRFs) submitted to the 3rd Real Estate Registry Office of Belém/PA, from 2018 to 2023, in order to analyze the proposals for the implementation of essential infrastructures, as provided for in Article 36, §1, of Law No. 13,465/2017. To do so, statistical data, websites, and public documents were analyzed to understand the discursive and practical issues involving urban land regularization in Belém. A qualitative scientific method was employed, examining the REURB procedures of the NUI’s Central Area of COHAB, Eduardo Angelim Stage 1, Ranário, Bairro Cruzeiro, and Bosque Araguaia, especially regarding the proposals of essential infrastructure, and, when possible, the execution of the proposed infrastructure works was verified. It was found that, although efforts are being made to regularize informal areas, there is a tendency for mere titling of real estate units without urban and environmental improvements being carried out. It is demonstrated, therefore, that the main objective of urban land regularization, especially of the social interest modality, should always be full or integral land regularization, with minimal implementation of essential infrastructure, suggesting that municipal procedures be revised for effective implementation of the projects.
