Resumo: The present work is a qualitative research using bibliographical nature and sources of the field research to answer the following questions: how the deaf community participates in the construction of public policies for education of the deaf population of school age? What deaf people say about their participation in policy decisions? Who do they represent? It is understood that the history of deaf education is marked by the laying on of the model about the deaf listener: listeners decided that the oral method in the education of the deaf should be privileged to the detriment of sign language; listeners thought they are able to govern life and denied the deafs the right to be a citizen to participate in political decisions. They followed the view that deafness was a disease that needed to be treated. However, the deaf have formed groups of resistance to oppression exerted by listeners and promoted the strengthening of deaf culture through the recognition of sign language. Today, a new concept has formed about deafness, a social anthropological conception which considers deafness as a possibility of being different and recognizes the deaf as political, historical subject, with linguistic difference and with own culture. Nowadays, the deaf community recognizes its power, the political issues and has occupied several academic spaces. This study has as its main theoretical, Antonio Gramsci. For his contribution to analytical categories help in understanding the performance of the deaf as intellectually and militants today; the importance of the deaf associations as institutions where organic intellectuals act and especially the importance of education policy that raises the level of "masses" by the consciousness of its historical contradictions and rights. This research had as field locus the first ???Date of Deaf??? (Encontro de Surdas e Surdos) in Goiania. This event has contributed to the understanding of the activities and political engagement of the deaf.

Qui repr??sente les sourds? Il est entendu que l???histoire de l?????ducation des sourds est marqu?? par l???imposition du mod??le de l???auditeur sur le sourd: l???auditeur a d??cid?? que la m??thode orale dans l?????ducation des sourds devrait ??tre privil??gi??e au d??triment de la langue des signes; ceux-ci avaient essay?? capable de gouverner la vie et ont refus?? aux personnes sourdes le droit d?????tre un citoyen et de participer aux d??cisions politiques. Ils ont estim?? que la surdit?? a ??t?? une maladie qui devait ??tre trait??. Toutefois, les sourds ont form?? des groupes de r??sistance ?? l???oppression exerc??e par les auditeurs et ont favoris?? le renforcement de la culture sourde par la reconnaissance de la langue des signes. Aujourd'hui, un nouveau concept a form?? environ la surdit??, la conception anthropologique et sociale, qui consid??re la surdit?? comme une possibilit?? d?????tre diff??rent et reconna??t les sourds comme sujet politique, historique, avec la diff??rence linguistique et une culture. Actuellement, la communaut?? des sourds reconna??t son pouvoir, participe dans les questions politiques et a occup?? plusieurs espaces acad??miques. Cette ??tude a comme son principal th??orique, Antonio Gramsci. Pour sa contribution ?? leurs cat??gories analytiques qui aident pour comprendre les performances des sourds intellectuellement et comme de militants aujourd'hui; l???importance des associations de sourdes comme des institutions o?? les intellectuels organiques agissent et, en particulier, l???importance de la politique ??ducative qui ??l??ve le niveau des ???masses??? par la conscience de ses contradictions historiques et de leurs droits. Recherches sur le terrain avaient comme lieu la premi??re rencontre des sourds (Encontro de Surdas e Surdos) de Goi??nia. Cet ??v??nement a contribu?? ?? la compr??hension des activit??s et l???engagement politique des sourds.O presente trabalho trata-se de uma pesquisa de abordagem qualitativa que utilizou fontes de natureza bibliogr??fica e da pesquisa de campo para responder as seguintes quest??es: como a comunidade surda participa da constru????o de pol??ticas p??blicas para educa????o da popula????o surda em idade escolar? o que dizem os surdos sobre sua participa????o nas decis??es pol??ticas? quem os representa? Entendemos que a hist??ria da educa????o de surdos ?? marcada pela imposi????o do modelo ouvinte sobre os surdos: ouvintes decidiram que o m??todo de oraliza????o na educa????o do surdo deveria ser privilegiado com detrimento ?? l??ngua de sinais; ouvintes julgavam-se aptos para reger a vida e negavam-lhe o direito de ser cidad??o, de participar das decis??es pol??ticas. Seguiam a concep????o de que a surdez era uma doen??a que precisava ser tratada. Contudo, os surdos formaram grupos de resist??ncia ?? opress??o exercida pelos ouvintes e promoveram o fortalecimento da cultura surda atrav??s do reconhecimento da l??ngua de sinais. Hoje, uma nova concep????o tem se formado sobre a surdez, a concep????o s??cio-antropol??gica, que considera a surdez como possibilidade de ser diferente e reconhece o surdo como sujeito pol??tico, hist??rico, com diferen??a lingu??stica e principalmente que possui uma cultura. Hoje, comunidade surda reconhece seu poder, participa das quest??es pol??ticas e tem ocupado diversos espa??os acad??micos. Este estudo tem como principal referencial te??rico Ant??nio Gramsci. Compreendemos que a contribui????o desse te??rico com suas categorias anal??ticas, ajudam no entendimento da atua????o dos surdos como intelectuais e militantes na atualidade; a import??ncia das associa????es de surdos como institui????es onde atuam os intelectuais org??nicos e principalmente a import??ncia da forma????o pol??tica que eleva o n??vel cultural das ???massas??? atrav??s da consci??ncia de suas contradi????es hist??ricas e de seus direitos. A pesquisa de campo teve como l??cus o primeiro encontro de Surdas e Surdos de Goi??nia.
