Uma perspectiva histórica da construção da identidade da coordenadora pedagógica na rede municipal de Santo André, SP (1990-1998)

Resumo: This study aimed to research the construction of the professional identity of the pedagogical coordinator in the municipal network of Santo André (SP), from a historical perspective, based on the appointment of the first positions created (1990-1998). The periodization framework covered the year of legal creation of the role of pedagogical coordinator in the municipal network of Santo André (1990), period of discussion of the democratization of education in the municipality, until the moment of incorporation of elementary education into the municipal network (1998). The research was carried out in the municipality of Santo André, an important city belonging to Greater São Paulo and was concerned with understanding how the role of pedagogical coordination was constituted over time, with regard to the initial and continued training of this professional, the creation of the position in the municipal network of Santo André, her relationship with the school management, how she articulated her training and pedagogical monitoring role and the challenges faced by the pioneer coordinators and how these aspects constitute important elements in the construction of the pedagogical coordinator's professional identity. The methodology used was qualitative, with the application of semi-structured interviews with retired pedagogical coordinators from the municipal network of Santo André and who worked during the period studied. The main theoretical framework of the research was Dubar (1997) and Nóvoa (1995). As a result, we understand that construction of the professional identity of the pedagogical coordinator of the municipal network of Santo André is a process that permeated and is still part of the profession today.There has always been a search to define the role of this professional in the network and how she actually develops it. As it was the beginning of the role on the network, everything was built during the execution of the activities. The continued training of this professional required a lot of investment in the first years of work.The formative role they played was well consolidated during theis period, but the pedagogical support for teachers did not occur effectively. The choice of these teachers, who could carry out coordination, always took place in accordance with the interests of the government that was in charge of the city’s management.These pedagogical coordinators who were part of the first generatión brought contributions and possibilites to the others who followed in the sequence.

El marco de periodización abarcó el año de creación legal de la figura del coordinador pedagógico en la red municipal de Santo André (1990) y un período de discusión de la democratización de la educación en el municipio hasta el momento de la incorporación de la educación básica a la red municipal. Al ser el inicio del rol en la red, todo se construyó durante la ejecución de las actividades. La formación continua de este profesional requiró mucha inversión en los primeros años de trabajo. El papel formativo que desempeñaron quedó bien consolidado durante este período, pero el apoyo pedagógico a los docentes no se produjo de manera efectiva. La elección de estos profesores, que podían realizar la coordinación, se realizó siempre de acuerdo con los intereses del gobierno que tenía a su cargo la gestión de la ciudad. Estos coordinadores pedagógicos que formaron parte de la primera generación aportaron aportes y posibilidades a las demás que las siguieron.Este estudo pesquisou, em perspectiva histórica, a construção da identidade profissional da coordenadora pedagógica na rede municipal de Santo André (SP), a partir da nomeação dos primeiros cargos criados (1990-1998). O marco temporal deste trabalho abarcou o ano de criação legal da função de coordenadora pedagógica na rede municipal de Santo André (1990), período de discussão da democratização da educação no município, até o momento da incorporação do ensino fundamental na rede municipal (1998). A pesquisa foi realizada no município de Santo André, importante cidade pertencente à Região Metropolitana de São Paulo, e teve como objetivo compreender como o papel da coordenação pedagógica se constituiu ao longo do tempo, no que se refere à formação inicial e continuada dessa profissional, à criação do cargo na rede municipal de Santo André, à sua relação com a direção escolar, à articulação de seu papel formativo e de acompanhamento pedagógico em meio aos desafios enfrentados pelas coordenadoras pioneiras, tendo em vista a importância de tais aspectos na construção da identidade profissional da coordenadora pedagógica. A abordagem metodológica foi qualitativa, com a aplicação de entrevistas semiestruturadas para coordenadoras pedagógicas aposentadas do município que atuaram no período estudado. A pesquisa teve como principal referencial teórico Dubar (1997) e Nóvoa (1995). Como resultados, compreendemos que a construção da identidade profissional da coordenadora pedagógica da rede municipal de Santo André é um processo que permeou e ainda hoje faz parte da profissão; que sempre houve uma busca por definir o papel dessa profissional na rede e as formas de seu desenvolvimento na prática de execução das atividades, dado que se tratava do início daquela função naquela rede escolar. A formação continuada dessa profissional representou fortes investimentos nos primeiros anos de atuação, consolidando o papel formativo que desempenhavam, mas o acompanhamneto pedagógico aos professores não acontecia de maneira efetiva.
