Resumo: | For the effective promotion of sustainable economic development, it is necessary to push women towards autonomy and equal conditions and opportunities, with access to the production of their own existence through paid work being a key point to guarantee their freedom and independence. Stuck in the private dimension of the home, playing outdated gender roles, responding to harmful stereotypes, corresponding to a cruel sexual division of labor, female existence is subjugated by a macho and patriarchal culture, which attributes to men the power even to define it, in a complementary and residual identity, which kept him as a non-subject of rights for centuries. Although women's struggle for rights has raised them to the same level as men, such equality, as well as the rights conquered, are not effective in the face of the entire socio-cultural structure that reinforces and feeds back their oppression. Just as it was up to the State to recognize and guarantee women's rights, it is also up to it to act in the deconstruction of the prisons and violence that still affect women today, promoting educational actions, repressing violence, stimulating research and promoting equality between men and women. Gender as a priority in its work, and this centrality in female empowerment is encouraged by the UN and its agencies, as it is an impacting factor in promoting sustainable development. State action via inclusive public policies, affirmative action, investment in infrastructure and education, oriented towards gender issues, should promote an economic view of domestic and care activities, historically imposed on women, breaking with the separation between public and private imposed by the capitalism and neoclassical economics. Its support should also be aimed at promoting the necessary infrastructure to facilitate women's access to the labor market, directly attacking problems such as the difficulty of access to day care centers and spaces for caring for the elderly, vulnerable, children with disabilities; encourage responsible paternity and the equal division of tasks within the home, including structural changes such as “solo” motherhood, act jointly with companies, encouraging the hiring of women and repressing discriminatory conduct, revisiting its planning and promoting a public system of employment and income that synchronizes and universalizes actions aimed at full employment, that is, it must promote women's human dignity by bringing constitutional provisions to real life. For women in search of their development, it is necessary to revisit their identity, concepts and culture to identify what truly defines them and what has been imposed on them, seeking to build a postmodern identity that is free, relieving becoming and achieving full citizenship, including economic, contributing with its work to the development of the national economy, to the improvement of the quality of life, to the production of human and social capital in a new context of protagonism. In the work environment, within a vision of humanist capitalism, you can find support and encouragement, as well as through social and solidarity economy ventures, incipient in Brazil, but which positively impact those who decide to undertake. |

Presa à dimensão privada do lar, desempenhando papéis de gênero ultrapassados, atendendo a estereótipos prejudiciais, correspondendo à uma cruel divisão sexual do trabalho a existência feminina é subjugada por uma cultura machista e patriarcal, que atribui ao homem poder inclusive de defini-la, em uma identidade complementar e residual, que lhe manteve como não-sujeito de direitos por séculos. Ainda que a luta feminina por direitos a tenha alçado ao mesmo patamar que os homens, tal igualdade, assim como os direitos conquistados não se mostram efetivos frente à toda a estrutura sociocultural que reforça e retroalimenta sua opressão. Assim como coube ao Estado reconhecer e garantir direitos às mulheres, compete à ele, também, atuar na desconstrução das prisões e violências que se abatem ainda hoje sobre as mulheres, fomentando ações educativas, reprimindo violências, estimulando a pesquisa e promovendo a igualdade entre os gêneros como prioridade em sua atuação, sendo essa centralidade no empoderamento feminino estimulada pela ONU e suas agências, por ser fator impactante na promoção do desenvolvimento sustentável. A atuação Estatal via políticas públicas inclusivas, ações afirmativas, investimento em infraestrutura e educação, orientada para a questão de gênero deve promover uma visão econômica das atividades domésticas e de cuidado, historicamente impingidas às mulheres, rompendo com a separação entre público e privado imposta pelo capitalismo e pela economia neoclássica. Seu apoio também deve se dirigir à promover a infraestrutura necessária para facilitar o acesso das mulheres ao mercado de trabalho, atacando frontalmente problemas como a dificuldade de acesso à creches e espaços para cuidados com idosos, vulneráveis, crianças com deficiências; estimular a paternidade responsável e a divisão igualitária de tarefas dentro do lar, considerando inclusive suas mudanças estruturais como a maternidade “solo”, atuar de forma conjunta às empresas fomentando a contratação de mulheres e reprimindo condutas discriminatórias, revisitar seu planejamento e promover um sistema público de emprego e renda que sincronize e universalize ações voltadas ao pleno emprego, ou seja, deve promover a dignidade da pessoa humana das mulheres trazendo os dispositivos constitucionais à vida real. À mulher em busca de seu desenvolvimento é mister revisitar sua identidade, conceitos e cultura para identificar o que lhe define verdadeiramente e o que lhe foi imposto, buscando construir uma identidade pós-moderna livre, desonerando-se e atingindo plena cidadania, inclusive econômica, contribuindo com seu trabalho para o desenvolvimento da economia nacional, para a melhoria da qualidade de vida, para a produção de capital humano e social em um novo contexto de protagonismo.
