Resumo: | In an organizational environment where agile projects are measured by leadership based on traditional metrics, a research opportunity opens up that can be explored. Thus, the objective of the thesis is to propose an agile metrics framework in order to guide leadership in the management of agile projects. The research followed methodological procedures based on four studies. Study 1 is about how leadership approaches agile project management and used systematic literature review as a method. Study 2 is about the metrics used in traditional projects and agile projects, and used systematic literature review as a method. Study 3 is about surveying publications on metrics and frameworks in patent databases and used exploratory analysis as a method. Study 4 involves conducting interviews using a focus group approach and qualitative research as a method. As a result of the four studies, it was found that there are still obstacles to implementing the agile approach in organizations, but that practices based on agile leadership and corporate leadership can help with agile development in projects. Furthermore, it was noticed that traditional metrics focused on presenting the Earned Value Management metric with the adoption of improvements in the metric. In agile metrics, it was noticed that metrics such as Lead Time, Cycle Time, Quality and Velocity are the most cited and that they focused on discovery and delivery. No relevant solutions on processes or frameworks for agile metrics were found in the patent bases. The framework was validated with project management practitioners in different organizations. Thus, several changes and contributions brought greater transparency, visibility and robustness to the Agile Metrics Framework in different organizations, maturity levels and scale in projects, in addition to adhering to agile practices such as Design Sprint, Lean Inception, Design Thinking, Scrum, Kanban, Extreme Programming and DevOps. It is expected to contribute to presenting organizations with a framework capable of providing agile metrics at all stages of the project for corporate leadership. In addition to providing project metrics, it is expected that feedback metrics from customers, stakeholders and the market can assist organizations, leadership and project teams in making decisions about agile projects. This research is aligned with research line 2 “Project Management”, linked to the Postgraduate Program in Project Management – PPGP UNINOVE. This dissertation is also aligned with other research by its advisor linked to the “Agile and Hybrid Projects” axis project. |

Assim, o objetivo da tese é de propor um framework de métricas ágeis de maneira a orientar a liderança na gestão de projetos ágeis. A pesquisa seguiu os procedimentos metodológicos baseados em quatro estudos. O Estudo 1 é sobre como a liderança aborda a gestão ágil de projetos e utilizou a revisão sistemática da literatura como método. O Estudo 2 é sobre as métricas utilizadas em projetos tradicionais e projetos ágeis, e utilizou a revisão sistemática da literatura como método. O Estudo 3 é sobre o levantamento de publicações sobre métricas e frameworks nas bases de patente e utilizou a análise exploratória como método. O Estudo 4 é a realização de entrevistas com a abordagem do focus group e a pesquisa qualitativa como método. Como resultados dos quatro estudos, verificou-se que ainda existem obstáculos para implementar a abordagem ágil nas organizações, mas que práticas baseadas na liderança ágil e na liderança corporativa podem auxiliar no desenvolvimento ágil nos projetos. Além disso, percebeu-se que as métricas tradicionais focaram em apresentar a métrica do Earned Value Management com a adoção de melhorias na métrica. Nas métricas ágeis, percebeu-se que as métricas como Lead Time, Cycle Time, Qualidade e Velocity são as mais citadas e que se concentraram no discovery e no delivery. Não foram encontradas soluções relevantes sobre processos ou frameworks para métricas ágeis nas bases de patente. O framework foi validado com praticantes de gestão de projetos em diferentes organizações. Assim, diversas alterações e contribuições trouxeram maior transparência, visibilidade e robustez ao Framework de Métricas Ágeis em diferentes organizações, níveis de maturidade e escala em projetos, além de se aderente às práticas ágeis como Design Sprint, Lean Inception, Design Thinking, Scrum, Kanban, Extreme Programming e DevOps. Espera-se contribuir para apresentar às organizações um framework capaz de fornecer as métricas ágeis em todas as etapas do projeto para a liderança corporativa. Além de fornecer métricas de projeto, espera-se que as métricas de feedback de clientes, stakeholders e do mercado possam auxiliar as organizações, a liderança e equipes do projeto na tomada de decisão sobre projetos ágeis.
