Prontidão das instituições de ensino superior públicas federais para implantação de sistemas de gestão do conhecimento com base nos requisitos da ISO 30.401:2018

Resumo: The offer of higher education courses has been growing significantly. In order to adapt to this new context, higher education institutions have been facing a series of challenges that force them to review their management methods and the structure of their internal processes, aiming to increasing their competitive advantage. Knowledge is considered one of the most strategic resources of a company and a source of competitive advantage. Within this context, it is clear that Knowledge Management is relevant for public or private organizations. Quality is an element of differentiation in the way organizations provide their services. The ISO 30.401:2018 standard assists organizations in the development of a Knowledge Management System that promotes greater organizational effectiveness, generating value to all parties involved in this system through knowledge. Therefore, this project aims to evaluate and measure the perception of the state of readiness of Brazilian federal public universities regarding the implementation of a knowledge management system, based on the guidelines provided for in ISO 30.401:2018. The nature of this research is descriptive, with a qualitative approach, based on a literature review. The research had two phases: the first one focused on documentary research through a survey and analysis of the content available on institutional websites and regarding the Institutional Development Plan (PDI) with reference to the Knowledge Management of Brazilian Federal Universities. In the second phase, we carried out a field survey using an electronic questionnaire. A total of 63 active Brazilian federal universities were considered for analysis in both phases of the research. As the main results of the research, we found that Knowledge Management is still under development at Brazilian federal universities despite being part of the strategic priorities of the educational institutions. We also found that the most developed dimensions (sections) of ISO 30.401:2018 are Leadership (Section 5), Planning (Section 6), Context of the Organization (Section 4) and Improvement (Section 10). Finally, we identified that the 05 Critical Success Factors most relevant to the implementation of Knowledge Management in Brazilian federal public universities are: Processes and Activities, Information Technology, Training and Education, Organizational Infrastructure and Strategy and Objectives. Therefore, this research advances the understanding of the theme 'knowledge management, university and ISO 30.401:2018', whose theoretical platform is still incipient. Thus, this research contributes to the improvement and restructuring of the area of information governance and knowledge management of public organizations. In addition, regarding contributions to managers and professionals of public organizations, the results of this research clarify the main points of attention for the implementation of a Knowledge Management System (KMS) in public universities. The results also indicate which are the critical success factors that managers and professionals should be concerned about successfully implementing the KMS.

Por conta disto, as Instituições de Ensino Superior vêm enfrentando uma série de desafios que as forçam a rever seus métodos de gestão e estruturação dos seus processos internos, a fim de se adequar a este novo contexto. O conhecimento é considerado um dos recursos mais relevantes e estratégicos das organizações contemporâneas. Neste contexto, percebe-se que a Gestão do Conhecimento é relevante para as organizações em geral, sejam elas públicas ou privadas. A norma ISO 30.401:2018 auxilia as organizações no desenvolvimento de um Sistema de Gestão do Conhecimento que promova uma maior eficácia organizacional, gerando valor a todas as partes envolvidas neste sistema por meio da gestão do ativo conhecimento. Sendo assim, esta pesquisa tem como objetivo avaliar e mensurar a percepção sobre o estado de prontidão de universidades públicas federais brasileiras quanto à implantação de um sistema de gestão do conhecimento, tendo por base as diretrizes previstas na norma ISO 30.401:2018. Em complemento, objetivou-se ainda identificar e caracterizar os fatores críticos de sucesso para a implantação de um modelo de GC nas universidades públicas federais brasileiras que atenda aos requisitos apresentados na norma ISO 30.401:2018. Para atingir tais objetivos foi realizada uma pesquisa descritiva qualitativa, com base em revisão bibliográfica. A pesquisa teve duas fases: a primeira voltada à pesquisa documental por meio de levantamento e análise dos conteúdos disponibilizados nos sites institucionais e no Plano de Desenvolvimento Institucional (PDI) com menção à Gestão do Conhecimento das Universidades Federais brasileiras. Em complemento, na segunda fase foi aplicado questionário eletrônico aos profissionais das 63 UFs brasileiras. Como principais resultados da pesquisa, constatou-se que, apesar de fazer parte das prioridades estratégicas das UFs, a Gestão do Conhecimento ainda está em fase de desenvolvimento nas universidades federais brasileiras. Verificou-se ainda que as dimensões da ISO 30.401:2018 mais desenvolvidas são liderança (seção 5), planejamento (seção 6), contexto da organização (seção 4) e melhoria (seção 10). Por fim, identificou-se que os cinco fatores críticos de sucesso mais relevantes para a implantação da Gestão do Conhecimento nas UFs brasileiras são processos e atividades, tecnologia da informação, treinamento e educação, infraestrutura organizacional e estratégia e objetivos. Esta pesquisa apresenta contribuições para a Academia ao avançar na compreensão da temática ‘gestão do conhecimento, universidade e ISO 30.401:2018’, cuja plataforma teórica ainda é incipiente. Assim, a presente pesquisa contribui para o aperfeiçoamento e reestruturação da área de governança da informação e gestão do conhecimento de organizações públicas. Em adição, quanto às contribuições para gestores e profissionais de organizações públicas, os resultados desta pesquisa esclarecem os principais pontos de atenção para a implementação de um Sistema de Gestão do Conhecimento (SGC) nas UFs.
