Resumo: The theme of this article is the legal nature of the acts of the Federal Interventor in the state of Rio de Janeiro and the jurisdiction of the courts of auditors. The following problem was investigated: Which courts of auditors are competent to inspect government acts and management acts of Federal Intervention in Rio de Janeiro? The general objective is to discuss the legal implications arising from the federal intervention in Rio de Janeiro. The specific objectives are: analysis of the legal entity under domestic public law on behalf of which the Federal Interventor acts; assessment of the ownership of assets previously owned by Rio de Janeiro after the decree of federal intervention; and analysis of the competence of the courts of accounts that will investigate the acts of management and government of federal intervention. This is a qualitative theoretical research lasting six months.

O objetivo geral é a discussão das implicações jurídicas decorrentes da intervenção federal no Rio de Janeiro. Os objetivos específicos são: análise da pessoa jurídica de direito público interno em nome da qual o Interventor Federal atua; avaliação da titularidade dos bens até então pertencentes ao Rio de janeiro após a decretação da intervenção federal; e análise da competência dos tribunais de contas que investigarão os atos de gestão e de governo da intervenção federal.
