Resumo: Information technologies and the new economy based on knowledge lead to debates concerning social, political and cultural dimensions, relating to their uses, consolidated in terms of digital exclusion. In the library environment, considered as social institutions that can have a community sense, that is, a space of connection between information resources with the communities which use them, the objective of social inclusion would be realized through information policies for citizenship, in opposition to the exclusion wich deepens social and economical exclusion. This study analyses aspects related to the use and to the policies which involve information technology and give it content.

This study analyses aspects related to the use and to the policies which involve information technology and give it content.As tecnologias da informação e a nova economia baseada no conhecimento provocam debates concernentes às dimensões sociais, políticas e culturais conseqüentes ao seu uso, consolidadas no termo exclusão digital, que tem aparecido com freqüência na mídia, na Internet e em alguns artigos da área da Ciência da Informação, referindo-se ao não uso destes recursos tecnológicos. Por exclusão digital ou infoexclusão, entende-se a diferença socioeconômica entre indivíduos, famílias, empresas e regiões geográficas, decorrentes da desigualdade quanto ao acesso e uso das tecnologias da informação, representada pela Internet. No âmbito das bibliotecas, consideradas instituições sociais que podem ter um sentido de comunidade, isto é, um espaço de conexão entre recursos de informação com as comunidades que as utilizam, o objetivo deinclusão social estaria concretizado em políticas de informação para a cidadania, em oposição à exclusão socioeconômica.
