Resumo: | In thisfourth "wave ", the one ofknowledge, it is known that, among the great challenges we shall face for the construction of a more modern, wealthy, andfair society, are those of diminishing the "gaps of knowledge" and that of eliminating problems with thejlow and the access to information, as it is emphasizedin the Reportfor World Development "Knowledgefor Development -199811999". prepared by the World Bank. Ifthe problem ofthe "gaps ofknoledge" is strongly connected to the deficiencies ofinformaion, then it is natural that in trying to solve those, we should lookfor solutions in order to correct htese. To eliminate the "gaps ofknowledge" may be n almost impossible taskfor developing countries. To diminish these gaps ispossible. Foccusing this purpose, the central question to which wewilllookfor an answer, in this paper, will be: How to use, in a most efficient way, and with positive results. the stock oftechnological knowledge available in a country? Searchingfor an answer to thisquestion we will analyse, briejly, some aspects of the typical environment where it is processed the generation, the commecialization, the transfer and the transformation ofknowledge into innovation. Whem. then, it is transformed into richness and it produces well being. When we know the peculiaritiesof this type of market, and the characteristics of the agents that act in this processo we understandthat it will be possible (having data and the available information analysed and having a betterunderstanding of the existing problems of the present times) to suggest ways capable of accelerating economic and social benefits derivedfrom the transformation ofknowledge into innovation. Thus, the final aim ofthis paper is to present a proposal that enable us to shorten the "gaps ofknowledge" and,thus, reduce information problems and maximizing society gains, by revealing and, efficiently, appropriating the existing knowledge and making it available for interchange, commerce and transference. |

Thus, the final aim ofthis paper is to present a proposal that enable us to shorten the "gaps ofknowledge" and,thus, reduce information problems and maximizing society gains, by revealing and, efficiently, appropriating the existing knowledge and making it available for interchange, commerce and transference.Nessa quarta "Onda ", a do Conhecimento, sabemos que entre os grandes desafios que devemos enfrentar para a construção de uma sociedade mais moderna, rica ejusta, estão, como ressalta o Relatório para o Desenvolvimento Mundial "Conhecimento para o Desenvolvimento - 1998/1999" 4, preparado pelo Banco Mundial, os da diminuição das "lacunas de conhecimento" e o da eliminação dos problemas defluxo e de acesso às informações. "Embora seja impossível eliminar por completo as deficiências de informação, reconhecê-Ias e enfrentá-Ias é crucial para obter mercados eficientes e, em conseqüência, fundamental para um crescimento rápído, eqüitativo e sustentado ".5 Se o problema das "lacunas de conhecimento" tem conexão estreita com as deficiências de informação, então, nada mais natural que, ao buscar equacionar àquelas, procuremos soluções para corrigir estas. Eliminar as "lacunas de conhecimento", talvez seja uma tarefa quase impossível para os países em desenvolvimento. Minimizá-las, no entanto, é uma possibilidade concreta. Com foco nesse objetivo, a questão central para a qual procuraremos uma resposta ao longo deste trabalho será: Como utilizar de maneira mais eficiente, e com resultados mais eficazes, o estoque de conhecimento tecnológico disponível num país? Na procura de uma reposta para essa questão, analisaremos, de maneira sucinta, alguns detalhes que tipificam o ambiente onde se processa a geração, a comercialização, a transferência e a transformação do conhecimento em inovação, quando, então, ele se transforma em riqueza e produz bem-estar. Conhecidas as particularidades e as peculiaridades desse tipo de mercado, conhecidas as características dos agentes que atuam nesse processo, entendemos que será possível, pela análise dos dados e das informações disponíveis e pela melhor compreensão dos problemas hoje existentes, sugerir caminhos capazes de acelerar epotencializar os beneficios econômicos e sociais advindos da transformação do conhecimento em inovação.
