this article aims to analyze, from the perspective of biopolitics, the pair/ambiguity empowerment/collectivity and neoliberalism/homoeconomics as tensioners of racial relations involved in the processes of subjectivation and in the constitution of public policies, in the case in emphasis, the political of racial quotas, which completes 10 years in 2022 in Brazil. From the crossing of a neoliberal ethos, a strategic system of ambiguities is problematized that mobilizes inclusive practices in the neoliberal ethos and practices of resistance. Biopolitics as a strategy for governing the population and racial conflicts, based on public policies, articulates new security devices that are no longer grounded in the discursiveness of racial democracy, but which capture the subjects crossed by the ordering of racialization and the discourse of empowerment. We used as an analytical corpus the media frameworks presented by the media about the Quota Law, from which we problematized the pair/ambiguity mentioned above.
