FINANCIAL SUPPORT TO INNOVATION IN BRAZIL: RECENT HUMAN CAPITAL TRAINING PROGRAMS

Resumo: There are recurrent studies on the National System of Science, Technology and Innovation emphasizing the resources provided by funding agencies to companies. This paper advances compared to other studies by addressing the importance of integrating research and training of human capital resources to business demands. The aim of this work is to investigate actions to support innovation based on business demands, performed from federal agencies that foster scientific research and human resources training. It seeks to analyze the efforts of funding agencies in formatting such initiatives and the potential for raising funds to financing ST&I projects. The research was conducted from literature review, information gathering from funding agencies and statistical analysis of data, considering the period from 2008 to 2018. Information from the programs was obtained directly from agencies, CNPq and CAPES. The analysis shows that agencies have made considerable effort in shaping innovation support programs based on linking Science and Technology Institutes and private firms. The funded programs were developed in both environments, institutes and companies. Such actions have the potential to attract new private sources of funding. An important path in a resource constraint scenario may be to use traditional instruments with this focus of interaction.

O presente trabalho avança em relação aos demais ao abordar a importância de integrar linhas de pesquisa e formação de recursos humanos às demandas empresariais. O objetivo é investigar as ações executadas por agências federais voltadas ao fomento da pesquisa e da formação de recursos humanos em articulação com demandas das empresas. Busca-se avaliar o esforço das agências na formatação dessas iniciativas e o potencial de captação de recursos para financiar projetos de ciência, tecnologia e inovação. Foi realizada a revisão da literatura, o levantamento de informações junto às agências e a análise estatística de dados, no período de 2008 a 2018. Informações sobre os principais programas foram obtidas junto às agências, CNPq e CAPES. A análise mostra o esforço das agências na formatação de ações baseadas na integração entre Instituições de Ciência e Tecnologia e empresas. As ações são desenvolvidas tanto no ambiente das instituições como das empresas.
