PUBLIC TRANSPARENCY IN UNDERDEVELOPED COUNTRIES: A STUDY ON THE DETERMINANTS OF TRANSPARENCY

Resumo: This research sought to identify which social, economic and political factors influence the degree of public transparency in countries with low levels of development and whether these factors affect the transparency of democratic and non-democratic countries in a different way. The methodology used was panel regression with fixed effect. Data were collected from the World Bank and the United Nations Development Program for United Nations Organizations (UNDP / UN) for underdeveloped countries from 2010 to 2015. The results suggest that there is a negative relationship between social factors and transparency. in underdeveloped countries and positive relationship for economic and political factors. In countries with democracy, the positive influence of political factors prevailed over transparency, while in countries without democracy, the influence of social factors such as the positively influenced Employment Rate was found.

A metodologia utilizada foi a regressão em painel com efeito fixo. Foram coletados dados do Banco Mundial e do Programa das Nações Unidas para o Desenvolvimento das Organizações das Nações Unidas (PNUD/ONU) relativos a países subdesenvolvidos do período de 2010 a 2015. Os resultados sugerem que há relação negativa entre os fatores sociais e a transparência nos países subdesenvolvidos e relação positiva para fatores econômicos e políticos.
