This article focuses on primary education in Brazil between 1930 and 1945. With the rise of Vargas to power in 1930, the Ministry of Education was created, and a series of reforms in Brazilian education was instituted between 1930 and 1945, starting an escalation of actions to combat illiteracy among the Brazilian people. However, despite attempts, primary education had national guidelines only in 1946, with the Organic Law of primary education. In this text, we seek to analyze the public policies that aimed to expand primary education and combat illiteracy, a requirement of the new productive bases that began to develop from 1930 onwards. Some classic authors who studied the period, seeking to make a critical and contextualized interpretation of the sources used. We found that primary education, which fought the illiteracy of the people, was not a priority, it was only in 1945/46 that concrete policies were implemented that made official collection and investment projects, as well as the organization of national curriculum guidelines for this stage of education.
