Environmental strategic procurement is hindered by legal and practical criteria that do not provide sufficient incentives for its utilization. From a legal perspective, its achievement can be substituted for social aspects and there are numerous legal obstacles to its incorporation. From a practical standpoint, although mechanisms such as lists or preliminary market studies exist, they prove ineffective for the purpose for which they were created, according to the data. To reverse this situation, it will be necessary to update the current model and evolve towards a more intelligent system of green public procurement that enables officials to make informed decisions quickly and effectively. To achieve this, the use of artificial intelligence technologies is suggested as mere supportive tools in the drafting of specifications governing public procurement procedures. This new technology has a surprising potential for action, as its open-source versions, meaning those that can be used by any administration at any time, can provide recommendations that are up to ~43% effectiveness. This foundation may serve as an incentive for the incorporation and expansion of its use in the short-term future.
