Innovation in public procurement: Activities and results in the case of robot Alice of the Office of the Comptroller General

Resumo: | The objective of this work was to analyze activities and results of the innovation process in the public sector in the light of the ALICE robot case. The framework used to analyze innovation was the Integrated Model of Innovative Public Management (GESPUBLIN), proposed by Isidro (2018), considered as the best strategy to access the phenomenon as a whole, since it enabled the analysis of the innovation process from its creation to its results. GESPUBLIN has four dimensions: Environment, Capabilities, Activities and Results, and this study sought to analyze the dimensions, as well as simultaneously discuss its applicability and its level of efficiency. Data were collected through interviews, focus groups, documents and literature. Thus, it is considered field research, since the empirical investigation was conducted at the location where the innovative phenomena occurred. The data analysis of this research was based on the content analysis proposed by Bardin (2016). The results show, in general, that innovation occurred mainly to introduce a new product to solve problems in processes and services of the analyzed public organization. It is concluded that the GESPUBLIN model was essentially well adapted to the analysis of the Alice robot case, and its applicability should be encouraged in similar models, in order to make the innovation process in public administration clearer and more concise, optimizing the public sector in this very complex sphere. |

El marco utilizado para analizar la innovación fue el Modelo Integrado de Gestión Pública Innovadora (GESPUBLIN), propuesto por Isidro. (2018), considerada como la mejor estrategia para acceder al fenómeno en su conjunto, ya que permitió analizar el proceso de innovación desde su creación hasta sus resultados. GESPUBLIN tiene cuatro dimensiones: Ambiente, Capacidades, Actividades y Resultados y este estudio buscó analizar las dimensiones, así como también discutir simultáneamente su aplicabilidad y su nivel de eficiencia. Los datos fueron recolectados a través de entrevistas, grupos focales, documentos y literatura. Así, la investigación se considera de campo, donde se realizó una investigación empírica en el lugar donde ocurrieron los fenómenos innovadores. El análisis de datos de esta investigación se basó en el análisis de contenido propuesto por Bardin (2016). Los resultados muestran, en general, que la innovación se dio principalmente por la introducción de un nuevo producto con el fin de resolver problemas en los procesos y servicios de la organización pública analizada. Se concluye que el modelo GESPUBLIN se adaptó esencialmente bien al análisis del caso del robot Alice, y se debe fomentar su aplicabilidad en modelos similares, con el fin de hacer más claro y conciso el proceso de innovación en la administración pública, optimizando el sector público en esta esfera tan compleja.O objetivo deste trabalho consistiu em analisar atividades e resultados do processo da inovação no setor público à luz do caso do robô Alice. O GESPUBLIN possui quatro dimensões: ambiente, capacidades, atividades e resultados e este estudo procurou analisar as dimensões, assim como discutir concomitantemente a sua aplicabilidade e seu nível de eficiência. Os dados foram coletados por meio de entrevistas, grupos focais, documentos e literatura. Assim, a pesquisa é considerada de campo, onde se realizou uma investigação empírica no local onde ocorreram os fenômenos inovativos. A análise dos dados desta pesquisa baseou-se na análise de conteúdo proposta por Bardin (2016). Os resultados mostram, de forma geral, que a inovação ocorreu principalmente para a introdução de um novo produto, a fim de solucionar problemas em processos e serviços da organização pública analisada.
