The assessment and control of impacts in Brazil are fundamental instruments for the protection of the ecologically balanced environment, a value and an essential asset for maintaining the quality of life for present and future generations. In this perspective, the moment of decision making on the environmental feasibility of projects capable of providing significant impacts to the environment demands constant improvement in order to make the management of the environment more appropriate, complete and holistic. For this purpose, the study focuses attention on the stages of screening (screening) and scope (scoping), highlighting their relevance to provide a comprehensive approach to impacts in a more inclusive way and capable of anticipate the risks of the impacting activity. Thus, the definition phase of the most appropriate studies for understanding the impacts of undertakings, still in their conception phase (scope) and the definition phase of the EIA / RIMA requirement appear to be one of the most relevant stages for achieving the legal objectives embedded in the assessment of environmental impacts.
