Resumo: The human need to know is directly linked to a desire to understand, explain, judge and alter reality. Natural human curiosity steers thought to value judgments. It is true that any form of evaluation must involve a judgment, that is, in essence it involves attributing value, a measure of approval or disapproval of a public policy or program. The evaluative process should be an issue of constant study given the demand raised in reality, where public policies must respond to the needs of the population by implanting and implementing actions with quality. This article contextualizes the evolution of the process of evaluation and analyzes the methodological factors that should be used in public programs and policies, emphasizing the analytical models of effectiveness, efficacy and efficiency. Efficacy.A necessidade de conhecer do ser humano está diretamente vinculada ao seu desejo de compreender, explicar, julgar e alterar o real. A natural curiosidade humana direciona o pensamento a um julgamento de valor. É certo que qualquer forma de avaliação envolve necessariamente um julgamento, vale dizer, trata-se precipuamente de atribuir um valor, uma medida de aprovação ou desaprovação a uma política ou programa público. O processo avaliativo deve ser um tema de estudo constante frente à demanda colocada na realidade, onde as políticas públicas devem responder às necessidades da população, implantando e implementando ações com qualidade. O presente artigo pretende contextualizar a evolução do processo de avaliação e analisar os aspectos metodológicos que devem ser utilizados nos programas e políticas públicas, enfatizando os modelos analíticos de efetividade, eficácia e eficiência.
