Neoinstitutionalist perspective towards the public policy analysis

Resumo: This work has been made to develop some basic presuppositions from Neoinstitutionalist Perspective towards the public policy analysis. It begins trying to place the Neoinstitutionalism in a wider debate, specifically approaching the effort of its consolidation as opposition to those Pluralist and Marxist models. It tries to register the development of its initial propositions, in the sense of overcoming problems which there are in it, and it emphasizes two relevant aspects related to the discussed model: it examines the paper of the ideas in the formulation of public policy and the subject of the institutional change. Finally, it tries to point out some strong items and some fragilities ones from the focused model, defending, among others, that the Neoinstitutionalism supplies valuable elements for empiric studies, not handling, however, to supply a larger reach theory about the relationship between the power and the public policy. Key words: Power; Public Policy; Neoinstitutionalism.O trabalho tem como objetivo desenvolver os pressupostos básicos da perspectiva neoinstitucionalista para a análise de políticas públicas. Inicia-se buscando situar o neoinstitucionalismo no debate mais amplo, especificamente abordando o esforço de sua consolidação como contraposição aos modelos pluralista e marxista. Buscando registrar o desenvolvimento de suas proposições iniciais, no sentido da superação de problemas contidos em suas proposições iniciais, o trabalho ressalta dois aspectos relevantes relacionados com modelo discutido: examina o papel das idéias na formulação de políticas públicas e a questão da mudança institucional. Como conclusão, busca apontar alguns pontos fortes e algumas fragilidades do modelo enfocado, defendendo, entre outras coisas, que o neoinstitucionalismo fornece elementos valiosos para estudos empíricos, não dando conta, contudo, de desenvolver teorias de maior alcance sobre a relação entre poder e políticas públicas.
