Uruguay at the end of the progressive cycle: An analysis of the 2019 electoral process

Resumo: | This article analyzes the 2019 electoral cycle, in its three instances: primary elections, first presidential round with parliamentary election, and second presidential round. It is argued that the electoral results brought important changes in the political system. The most transcendent change is the alternation in the government, the Broad Front left its place to a coalition of parties led by the National Party, causing a change in the format of government, going from majority party governments to a coalition one. In turn, in a party system with a high level of institutionalization, the emergence of new agents raised the levels of fragmentation and volatility. Altering the physiognomy of the party system and creating a dynamic of two opposing blocks.The article is divided into three sections. First, the nomination process for presidential candidates in primaries is described. Then, the inter-party competition in parliamentary and presidential elections is analyzed. Finally, the main characteristics of the electoral process are evaluated in light of the institutional framework established by the 1996 electoral reform. |

Este artículo analiza el ciclo electoral de 2019, en sus tres instancias: elecciones primarias, primera vuelta presidencial con elección parlamentaria, y segunda vuelta presidencial. Se sostiene que los resultados electorales trajeron cambios importantes en el sistema político. El cambio más trascendente es la alternancia en el gobierno, el Frente Amplio dejó su lugar a una coalición de partidos encabezada por el Partido Nacional, provocando un cambio en el formato de gobierno, pasando de gobiernos de partido mayoritario a uno de coalición. A su vez, en un sistema de partidos con alto nivel de institucionalización, la irrupción de nuevos agentes elevaron los niveles de fragmentación y de volatilidad. Alterando la fisonomía del sistema de partidos y conformando una dinámica de dos bloques enfrentados.El trabajo se divide en tres secciones. Primero se describe el proceso de nominación de las candidaturas presidenciales en las primarias. Luego se analiza la competencia inter partidaria en las elecciones parlamentarias y presidenciales. Finalmente se evalúan las principales características que tuvo el proceso electoral a la luz del marco institucional establecido por la reforma electoral de 1996. Este artigo analisa o ciclo eleitoral de 2019, em suas três instâncias: eleições primárias, primeiro turno presidencial com eleições parlamentares e segundo turno presidencial. Argumenta-se que os resultados eleitorais trouxeram mudanças importantes no sistema político. A mudança mais transcendente é a alternância de governo, a Frente Ampla deixou seu lugar para uma coalizão de partidos liderada pelo Partido Nacional, provocando uma mudança no formato de governo, passando de governos de partido majoritário a de coalizão. Por sua vez, em um sistema partidário com alto nível de institucionalização, o surgimento de novos agentes elevou os níveis de fragmentação e volatilidade. Alterando a fisionomia do sistema partidário e criando uma dinâmica de dois blocos opostos.O trabalho está dividido em três seções. Em primeiro lugar, descreve-se o processo de nomeação de candidatos presidenciais nas primárias. Em seguida, é analisada a competição interpartidária nas eleições parlamentares e presidenciais.
