Internationalization of higher education: social networks and emerging concerns

Resumo: Internationalization has been promoting changes in the policies and purposes of Higher Education. In this article, we intend to build the social network of scientific communities dedicated to studies on the internationalization of Higher Education, based on the World Declaration on Higher Education in the 21st Century (1998), and to analyze the emerging concerns with the authors most cited by the scientific community. As a methodological strategy, we first used bibliometric analysis by mapping scientific production in the period from 1998 to 2020, compiling a sample of 810 articles. Then, the 10 most cited articles were located and analyzed by Content Analysis. It was found that 50% of the production analyzed is located between China, Brazil, and the United States. It is concluded that internationalization can be considered an agent of globalization, influenced by multilateral organizations and the western global north, which has greater prestige, cultural capital and resources in the stratification of Higher Education. Furthermore, it should be noted that academic capitalism has been producing changes in the governance and differentiation of institutions (world-class universities), involving the commodification of university education, the attraction of foreign students, competition for funding linked to research and the reduction of public investment. In the linguistic context of internationalization, the diffusion of the English language as a linguistic policy, as a marker of success, power and social status, as well as a mechanism of discrimination, racism and cognitive exclusion, stands out.

En este artículo, pretendemos construir la red social de las comunidades científicas dedicadas a estudios sobre la internacionalización de la Educación Superior, a partir de la Declaración Mundial sobre la Educación Superior en el Siglo XXI (1998), y analizar las preocupaciones emergentes con los autores más citados por la comunidad científica. Como estrategia metodológica, se utilizó, primero, el análisis bibliométrico visando la cartografía de la producción científica en el período de 1998 a 2020, recopilando una muestra de 810 artículos. A continuación, se localizaron los 10 artículos más citados y se analizaron mediante Análisis de Contenido. Se encontró que el 50% de la producción analizada se localiza entre China, Brasil y Estados Unidos. Se concluye que la internacionalización puede ser considerada un agente de la globalización, influenciada por los organismos multilaterales y el norte global occidental, que posee mayor prestigio, capital cultural y recursos en la estratificación de la Educación Superior. Cabe destacar que el capitalismo académico viene produciendo cambios en la gobernanza y diferenciación de las instituciones (universidades de clase mundial), que implican la mercantilización de la enseñanza universitaria, la captación de estudiantes extranjeros, la competitividad por la financiación vinculada a la investigación y la reducción de las inversiones públicas. En el contexto lingüístico de la internacionalización, destaca la difusión de la lengua inglesa como política lingüística, como marcador de éxito, poder y estatus social, así como mecanismo de discriminación, racismo y exclusión cognitiva.A internacionalização vem promovendo mudanças nas políticas e nas finalidades da Educação Superior. Neste artigo, objetivamos construir a rede social das comunidades científicas empenhadas nos estudos sobre a internacionalização da Educação Superior, a partir da Declaração Mundial sobre Educação Superior no Século XXI (1998), e analisar as preocupações emergentes junto aos autores mais citados pela comunidade científica. Como estratégia metodológica, utilizamos, primeiramente, a análise bibliométrica visando a cartografia da produção científica no período de 1998 a 2020, perfazendo uma amostragem de 810 artigos. Na sequência, foram localizados e analisados, por meio da Análise de Conteúdo, os 10 artigos mais citados. Detectou-se que 50% da produção analisada localiza-se entre China, Brasil e Estados Unidos. Concluímos que a internacionalização pode ser considerada um agente da globalização, influenciada pelos organismos multilaterais e pelo norte global ocidental que dispõe de maior prestígio, capital cultural e de recursos na estratificação da Educação Superior. Destaca-se que o capitalismo acadêmico vem produzindo mudanças na governança e na diferenciação das instituições (universidades de classe mundial), as quais envolvem a mercantilização do ensino universitário, o recrutamento de estudantes estrangeiros, a competitividade por financiamento vinculado às pesquisas e a redução de investimentos públicos.
